POLICIES AND ACTIONS <br />PROGRESS <br />Action 58.03-C: Fee Reductions for Affordable Housing-Other Agencies <br />Work with the East Bay Municipal Utility District (EBMUD) and other utilities to <br />explore possible reductions to connection and system capacity fees for housing projects <br />which include a substantial number of affordable units. <br />Policy 58.04 CUSTOMER-FRIENDLY ENVIRONMENT The City has placed a high priority <br />Demonstrate a strong commitment to customer in the One Stop Permitting Center <br />service in the processing of residential and values the effectiveness of its <br />development applications, continuing the spirit customer-oriented services. Coordinate and prioritize repair and <br />rehabilitation projects to ensure that services are <br />available for the housing sites identified in this <br />Element. <br />New Design Guidelines were <br />adopted for the E. 14"' South Area <br />Development Strategy and staff uses <br />the Site Plan Review process to <br />effect positive changes to building <br />design and to secure quality <br />architecture in new development. <br />The Engineering and Transportation <br />Department conducts annual <br />evaluations regarding the overall <br />maintenance of infrastructure within <br />the city. <br />Action 58.06A -The Community <br />Development Department typically <br />considers the need for infrastructure <br />upgrades and capacity issues when <br />considering new development. <br />Action 58.06 A: Correction of Infrastructure Deficiencies <br />Erzsuz-e that the San Leandro Capitallmprovement Program includes the projects needed <br />to correct existizzg infrastructure deficiencies and facilitate the development of housing <br />on the sites identified in this Element. <br />Year 2004 Annual Housing Progress Report 49 City Of San Leandro <br />
