EXHIBIT A <br />SCOPE OF SERVICES <br />A-1 PROJECT DESCRIPTION <br />The 2005 San Leandro Marina Channel and Berth Dredging project consists of 2 major <br />components: City Berth Dredging and Federal Channel Dredging. <br />1. City Berth Dredging <br />The City of San Leandro is planning to accomplishing maintenance dredging of <br />the marina berth areas in advance of the Federal channel dredging work. The <br />project includes hydraulic dredging and pumping of the dredged material to the <br />City's Dredged Material Management Site (DMMS) by a contractor selected <br />through the City's bidding process. In general, the Consultant's scope of work <br />under this item includes, but is not limited to, determining the current <br />regulatory/environmental process timeline; preparation and submittal to the <br />DMMO of a sediment sampling and analysis plan (SAP); conducting sediment <br />sampling and analysis; preparation and submittal to the DMMO the results of the <br />sediment analysis; applying for and securing all necessary permits/approvals; <br />scheduling and coordinating environmental and permitting project tasks between <br />the City, USACE, and City's design consultant (CMA); provide pre- and post- <br />dredgingnotifications; assisting in the preparation of construction documents and <br />cost estimates; and monitoring of dredging operations for regulatory compliance. <br />2. Federal Channel Dredging <br />The City of San Leandro is working with the USACE to accomplish maintenance <br />dredging of the federally authorized Jack D. Maltester channel at the San Leandro <br />Marina. The project includes hydraulic dredging and pumping of the dredged <br />material to the City's DMMS by the Cop's contractor. In general, the <br />Consultant's scope of work under this item includes, but is not limited to, <br />assisting the City as needed in the coordination Corp's dredging project in regards <br />to environmental and permitting issues; assisting in the preparation of plans and <br />specifications for the Corp's construction documents; review and comment of the <br />Corp's construction documents; and review of the Corp's monitoring reports of <br />dredging operations for regulatory compliance. <br />A-2 SCOPE OF WORK <br />1. Task 1 -Determine Regulatory/Environmental Process Timeline <br />Consultant shall determine the likely extent of any environmental analysis to be <br />completed for CEQA compliance (it is anticipated that the project qualifies for a <br />categorical exclusion).
