agencies and others to identify the environmental issues raised by the City's <br />proposed dredging project and ascertain the level of analysis necessary to address <br />likely environmental and regulatory concerns. Consultant shall coordinate and <br />assist the City in completing the CEQA Categorical Exclusion documentation. <br />2. Task 2 -Prepare Sediment Analysis Plan <br />Consultant shall utilize the results of a hydrographic survey, to be done by others, <br />to update the chemistry and toxicity of sediments within the Marina basin and <br />develop a sediment sampling and analysis plan (SAP) for testing sediments <br />proposed to be dredged by the City. The SAP will be submitted to the Dredged <br />Material Management Office (DMMO) for review and approval. Upon receipt of <br />comments from the DMMO on the SAP, consultant shall make any necessary <br />revisions to the SAP to secure final DMMO approval of the SAP. <br />3. Task 3 -Sediment Sampling and Analysis <br />Consultant, utilizing a specialized subcontractor, shall conduct sediment sampling <br />and analysis as required under the approved SAP. The sampling effort is assumed <br />to consist of taking five individual samples and compositing them into one sample <br />for chemical analysis and bioassay testing. Split samples may also need to be <br />taken for sediments near the fuel dock. Appropriate controls and reference <br />sediments would be tested as required under DMMO protocols. <br />The cost to complete the sampling and testing shown in Exhibit B is a preliminary <br />estimate only based upon the assumed scope of work. Once the final SAP is <br />approved and the extent of the required sampling and testing is known, Consultant <br />shall submit a revised cost estimate and a copy of the subcontract agreement to <br />the Engineer for approval. <br />4. Task 4 -Obtain Environmental Permits/Approvals <br />Consultant shall prcpare all necessary applications and supporting materials to <br />obtain approvals for the City's dredging project (berth areas) from the DMMO <br />agencies, including the Regional Water Quality Control Board, Bay Conservation <br />and Development Commission, and US Army Corps of Engineers. It is <br />anticipated that the City's dredging project would qualify for aRegion-Wide <br />Permit from BCDC, a Nationwide Permit from the Corps, and a Waiver of Water <br />Quality Certification from the Regional Board. Consultant shall also compile the <br />waste discharge requirements from the Regional Board for the disposal of <br />dredged material at the City's DMMS for inclusion in the construction <br />documents. <br />5. Task 5 -Schedule, Coordination and Meetings <br />Consultant shall develop a listing of tasks and prepare a schedule for completing <br />the environmental documentation and regulatory process. The schedule will <br />indicate all key tasks and milestones to be achieved, the relationship between <br />those tasks/milestones, and the parties responsible for achieving the milestone. <br />San Leandro Marina Channel and Berth Dredging July 21, 2005 <br />597-57-200 Page 16 of 21 <br />
