Actions Taken To Address the Needs of Homeless Persons and the Special
Needs of Persons Who Are Not Homeless but Require Supportive Housing
Addressing the Needs of Homeless Persons
• The City funded homeless prevention services provided by BFWC's San Leandro Shelter
and Davis Street Family Resource Center. Services included emergency shelter, hot
meals and groceries, motel vouchers, case management, and medical care.
The City continues to be actively engaged with the Alameda County-wide Homeless
Continuum of Care Council (COC), a 45-member organization composed of homeless
service providers, cities, county agencies, and consumers of homeless services. City staff
attended meetings of the Council to help strategize and implement the Alameda County-
wide Homeless Continuum of Care Plan, the HMIS system, and the Multi-Plan. The City
also shared in the cost of the Resource Team of the COC.
In 2004, the Continuum of Care Council published a survey, "Comprehensive Data About
Homelessness in Alameda County", to provide a reliable estimate of the number of
homeless persons in Alameda County. For San Leandro, the data indicates that there are
approximately 894 local residents who represent 9% of the County's entire population of
service users. Our City tied for third in the number of overall residents who are service
users, which included Alameda County and a small portion of two other counties. Our
region in the County also appears to serve a disproportionate number of homeless
families with children. This data confirms and validates the use of current and CDBG
funds for multi-family affordable housing.
The City of San Leandro is committed to filling the gaps in service along the continuum
and assuring that services now being provided are not lost. The following table
summarizes the City's programs in each component of the "continuum" to implement the
Continuum of Care strategy:
Outreach/
Assessment Emergency Shelters Transitional
Housing Permanent
Supportive
Housin Permanent
Affordable Housing
Building Futures Building Futures Building Futures Housing Alliance Housing Alliance
with Women and with Women and with Women and
Children; Children -San Children Over 700 below-
Leandro Shelter market rate units
Davis St. Family
Resource.
