• The City annually ensures preservation of over 700 below-market rate units (through City <br />subsidies, inclusionary zoning, and tax-exempt bonds) for tenants earning between 30% <br />and 120% of the Area Median Income. <br />Eliminate Barriers to Affordable Housing <br />The Housing Element of the General Plan identifies barriers to affordable housing and <br />establishes "Goal 58: Elimination of Housing Constraints", which identifies policies and actions <br />with implementation strategies to eliminate barriers. These policies include amending zoning <br />regulations, streamlining permitting procedures, evaluating development fees, providing a <br />customer-friendly environment, resolving design issues, and correcting infrastructure deficiencies <br />and soil contamination. The City adopted an inclusionary zoning ordinance and a density bonus <br />provlslon. <br />Actions Taken To Overcome Gaps in Institutional Structure and Enhance <br />Coordination <br />The City coordinates with social service agencies, other cities, and the County of Alameda to <br />enhance the delivery of services and housing. The City subcontracted with 22 non-profit <br />agencies to provide social service and economic development programs (using both CDBG and <br />General Fund money). In addition, the City participates in the HOME Consortium with six other <br />cities and the County of Alameda. The City joined with the Association of Bay Area <br />Governments to participate in the Lease-Purchase Program. The County Housing Authority and <br />the City have an agreement that the County can operate the Section 8 Rental Assistance Program <br />within San Leandro. <br />Actions Taken To Improve Public Housing and Residential Initiatives <br />San Leandro has no public housing. San Leandro is a part of the Alameda County Housing <br />Authority, which also has no public housing in San Leandro. <br />Actions Taken To Evaluate and Reduce Lead-Based Paint Hazards <br />Lead-based paint assessments are conducted on any applicable units under consideration for the <br />housing rehabilitation programs, which are funded with Redevelopment Housing Set-Aside <br />Funds. Assessments are conducted via Housing Quality Inspections of HOME units, too.
