agencies. While eight projects were completed, agencies may have been reluctant to embark <br />upon capital improvements with the uncertainties of future CDBG funding. However, the City <br />has nearly completed renovations at three public parks, including ADA improvements at all <br />three, and should officially be done with them in early FY2005-06. Also, reflecting the needs of <br />the City's senior population, the City embarked upon land acquisition for amulti-purpose Senior <br />Center. <br />Although the City did not meet its fair housing goal of handling 300 complaints, inquiries and <br />audits, it is a good sign that there are less, not more, fair housing complaints and audits. <br />Although ECHO Housing was provided CDBG funds to handle fair housing inquiries, <br />complaints and audits, City staff only reported the number of complaints, omitting the inquiries <br />and audits for previous years, which resulted in lowered performance outputs. ECHO also did not <br />reach the 300 target due to a variety of other reasons: eviction complaints and inquiries declined <br />in the last two years when a law was changed to increase notice to tenants from 30 to 60 days; <br />tenant complaints decreased generally due to lower rents in Alameda County for the last several <br />years; and ECHO's CDBG funds were decreased when CDBG entitlement grants were reduced. <br />Fair housing inquiries and audits were included for FY04/O5. <br />b) FY2004-2005 (Action Plan Period) <br />City staff met with several developers seeking funding and sites. However, only one affordable <br />housing project went forward this past year, the Islander Motel. Acquisition for the Islander <br />Motel will be completed by the end of September 2005. The City is working with anon-profit <br />developer, Mercy Housing California, to develop the motel into a permanent affordable rental <br />housing complex. <br />A City-wide inclusionary zoning ordinance was passed in December 2004. It states that any new <br />housing development must now designate 15% if its housing units, whether rental or ownership, <br />as affordable. Currently, construction plans have been approved for two projects that will <br />include inclusionary units. However, no inclusionary housing units were constructed in FY04- <br />O5. <br />The Housing Alliance Project, now known as Lorenzo Creek Apartments, completed <br />approximately 75% of its construction fora 28-unit facility in Castro Valley. By October 2005, <br />construction should be completed and tenants should begin occupying units. This project will <br />provide supportive housing for very low-income people with special needs who were formerly <br />homeless. The City provided CDBG funds for land acquisition and HOME funds for <br />construction to Allied Housing, Inc., anon-profit developer.
