3) Assessment of Efforts in Carr ~in~ Out Planned Actions <br />Overall, the City has met or exceeded two thirds of its housing and community development <br />goals (see Exhibit A) in its HUD Consolidated Plan for the past five years. The City provided <br />the requested certifications of consistency with the Consolidated Plan for HUD program <br />applications. The City did not hinder Consolidated Plan implementation by action or willful <br />inaction. <br />The City pursued all the resources it indicated it would pursue to meet the goal of improving the <br />housing stock and assisting seniors to age in place. The City also continued to use <br />Redevelopment Set-Aside Funds to fund its Housing Rehabilitation Program. <br />Most of the notable accomplishments with CDBG and HOME funds are mentioned above in <br />section "a) FY2000-2004 (Consolidated Plan Period)" and in earlier sections of this document. <br />However, other accomplishments include 2,202 households receiving tenant/landlord counseling <br />services from ECHO Housing, exceeding their goal by 10%. Additionally, Project Literacy <br />served 239 persons in FY04/O5, exceeding their goal by 59%, for a total of 1,013 persons over <br />five years. Project Literacy also recruited and trained 60 new tutors and provided the community <br />with 19,200 tutor service hours. Project Literacy provides parent literacy workshops and <br />free children's book distribution at the main library and at community agencies which serve <br />parents and their children ages 0-4 years. Family Literacy clientele include teen mothers, low- <br />income childcare and early education providers, Ca1WORKs single parents and low-literacy <br />parents. Project Literacy's Computer Lab helps improve each student's quality of life too. <br />The City has a policy of completing CDBG-funded projects in a timely manner to assure that the <br />grant money is spent. However, CDBG grant disbursements for the Senior Center were delayed <br />due to a longer period spent on negotiations for acquisition. The City advised our HUD <br />representative of this situation and will keep her apprised of our progress. Neighborhood <br />revitalization funds were also diverted to the Senior Center. The City anticipates the close of <br />escrow by summer/fa112005. <br />4) Funds Used for National Objectives <br />All of the CDBG funds were used for activities benefiting homeless, very low, low- and <br />moderate-income persons. No CDBG funds were used to eliminate slum/blight conditions and <br />for urgent needs. <br />5) Acquisition, Rehabilitation or Demolition of Occupied Real Property <br />There was no acquisition, rehabilitation or demolition of occupied real property through use of <br />CDBG or HOME funds. <br />b) Economic Development Activities Undertaken Where Jobs Were Not Taken. <br />No economic development activities were undertaken in FY2004-OS where jobs were made <br />available for low-income persons. <br />7) Activities Serving Limited Clientele <br />City staff tracked and verified income data and all activities serving limited clientele not falling <br />Draft Consolidated Annual Performance and Evaluation Report: FY2004-2005 <br />City of San Leandro <br />Page 22 <br />
