POTENTIALLY <br />ISSUES POTENTLALLY SIGNIFICANT LESS THAN NO <br /> SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> INCORPORATED <br />EXPLANATION: The entire East 14 Street Corridor presently contains all needed utility conveyance facilities and the entire area <br />presently receives critical public services including water, sanitary sewer facilities and solid waste disposal. New developments will <br />undergo separate CEQA review to ensure that adequate capacity exists and that adequate infrastructure is provided to serve new <br />development. <br />Source: San Leandro General Plan, Chat 8, Community Services and Facilities <br />13. RECREATION. <br />a. Would the project increase the use of existing <br />neighborhood and regional parks or other X <br />recreational facilities such that substanfial <br />physical deterioration of the facility would <br />occur or be accelerated? <br />b. Does the project include recreational facilities <br />or require the construction or expansion of X <br />recreational facilities which might have an <br />adverse hysical effect on the environment? <br />EXPLANATION: The proposed Development Strategy does not propose new recreational facilities. New residents are anticipated <br />to use existing parks and playground located in existing school facilities in adjacent neighborhoods, since siting of a park on a State <br />Highway would create potential land use conflicts. The City has a map of existing parks in the General Plan that shows the location <br />of existing recreational facilities that could serve new residents that may locate along East 14~' Street. <br />Source: San Leandro General Plan, Chapt.5, Open Space, Parks and Recreation <br />14. AESTHETICS. Would the ro'ect: <br />a. Have a substantial adverse effect on a scenic X <br />vista? <br />b. Substantially damage scenic resources, X <br />including, but not limited to, trees, rock <br />outcroppings, and historic buildings within a <br />state scenic hi hwa ? <br />c. Substantially degrade the existing visual <br />character or quality of the site and its X <br />surroundin s? <br />d. Create a new source of substantial light or X <br />glare which would adversely affect day or <br />ni httime views in the area? <br />e. Create significant shadow effects on adjacent R <br />buildin s? <br />EXPLANATION: The overall intent of the Development Strategy is to not only create new public streetscape improvements, but to <br />also promote high-quality architecture through new development and renovations of existing buildings. The proposed cross sections <br />related to the street improvements are intended to create a more pedestrian friendly environment while improving overall vehicular <br />and pedestrian safety. The proposed Design Guidelines will be used in conjunction with the proposed new South Area zoning <br />regulations to ensure that new buildings and renovations have desired architectural elements that will enhance the visual setting <br />withi <br />th <br />E <br />t 14m S <br />C <br />n <br />e <br />as <br />treet <br />orridor. The Design Guidelines are also intended to provide siting criteria to respect existing <br />development, especially the adjacent residential neighborhoods. Collectively, the public improvements coupled with improvements <br />on private property will lead to a much more visually attractive environment along East 14"' Street.
