POTENTIALLY <br />ISSUES POTENTIALLY SIGNIFICANT LESS THAN NO <br /> SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> INCORPORATED <br />EXPLANATION: The City of San Leandro participates in the National Pollution Discharge Elimination System program and is a <br />permitted jurisdiction through the Alameda County NPDES program that has adopted "best practices" to address these concerns. <br />City staff will also requite that all new development conform with these best practices. Furthermore, as required by the General <br />Plan, new development will undergo assessment on a case-by-case basis to determine the adequacy of existing facilities and to <br />determine if existing facilities need to be upgraded to accommodate new growth. <br />Sources: San Leandro General Plan -Chapter 8, Community Services and Facilities; Alameda County NPDES Program <br />5. Create objectionable odors affecting a X <br />substantial number of eo le? <br />EXPLANATION: The San Leandro General Plan Final EIR discussed the potential for new growth, both local and cumulative <br />to <br />, <br />affect air quality in the region. Although the development anticipated to occur under the Development Strategy would be no more <br />, <br />from a trip generation standpoint, than what is anticipated by the General Plan, development resulting from the Development <br />Strategy would contribute to the cumulative level of development in the area. Currently the Bay Area is a designated non-attainment <br />area for ozone. <br />However, the Development Strategy is a Smart Growth-based document and bases its policies on the fact that East 14`~ Street is a <br />major transit corridor. New development, especially residential development, could easily take advantage of the transit facilities <br />, <br />which would result in fewer overall vehicular trips that maybe generated by new development.
