IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2004-038 (3007) <br />RESOLUTION ADOPTING THE EAST 14TH STREET <br />SOUTH AREA DEVELOPMENT STRATEGY <br />RECITALS <br />1. The current San Leandro General Plan was adopted in May 2001, and the City has <br />been in the process of implementing various elements of the General Plan since that time <br />2. The General Plan identifies ten "Focus Areas" within the San Leandro, which are <br />areas that are anticipated to change in the future and the East 14th Street Corridor was identified <br />as one of the highest priority Focus Areas from General Plan Update community surveys. <br />3. In December 2001, the City Council determined that is was necessary and desirable to <br />initiate a refined planning effort for the East 14th Street Corridor between the Downtown and <br />150th Avenue, in order to implement goals and policies contained in the San Leandro General <br />Plan. <br />4. In December 2001, the City Council authorized the initiation of the East 14th Street <br />South Area Development Strategy and authorized the creations of a citizens advisory committee <br />to oversee and direct this planning effort. <br />5. In accordance with Section 65351 of the California Government Code, over an 18- <br />month period, the City has successfully facilitated public participation in the preparation of the <br />East 14th Street South Area Development Strategy. The process has included the appointment of <br />an 18-member South Area Advisory Committee ISAAC) in March 2002. The SAAC's charge <br />was to develop a refined vision for this portion of the East 14th Street Corridor, based on existing <br />General Plan goals and policies, and craft refined goals, policies, and actions that would form the <br />heart of the East 14th Street South Area Development Strategy. The SAAC during an eighteen <br />(18) month period to guide the development of a draft of East 14th Street South Area <br />Development Strategy document and conducted several other public participatory events. This <br />public participation program included the following: a "kick-off' community open house to <br />obtain input regarding major issues, community objectives, and Plan policies; a community <br />workshop to provide the public with opportunities to evaluate alternative plans and to participate <br />in choosing the preferred policies; informed decision makers of work accomplished to-date; <br />several direct presentations to community groups and organizations and, generally, worked <br />towards community consensus. <br />6. Various background reports and documents also guided the preparation of an initial <br />draft of the East 14th Street South Area Development Strategy. A corridor-wide land use <br />inventory was prepared, an updated traffic assessment, based on the General Plan Update Traffic <br />Analysis, was prepared, areal estate market analysis was performed, and new design guidelines <br />and land use regulations were crafted in order to effect desired changes. Reports documenting <br />local demographics, visual conditions, the pedestrian environment, conceptual site plans on <br />identified Opportunity Sites, and traffic hazards were drafted.
