A wide <br />mailing distribution was conducted to inform property owners, business owners and residents in <br />adjacent neighborhoods were conducted on a regular basis in order to keep the larger community <br />informed of the various stages of the planning effort. <br />7. Based on the work of the SAAC, the various background reports and documents, <br />other background information, various public workshops and presentations conducted by City <br />staff and SAAC members, and subsequent meetings of other City committees and commissions, <br />the City issued a Public Review Draft of the East 14th Street South Area Development Strategy <br />in December 2003. <br />8. Various public hearings and workshops were held on the draft East 14th Street South <br />Area Development Strategy. The Board of Zoning Adjustments and Planning Commission <br />conducted a duly noticed work session on the draft East 14th Street South Area Development <br />Strategy January 29, 2004. The Planning Commission held a duly noticed public hearing East <br />14th Street South Area Development Strategy on February 26, 2004. The City Council's Ad Hoc <br />Committee on the General Plan Update received regular progress reports during the 2+ year <br />effort. <br />9. As the Lead Agency under the California Environmental Quality Act ("CEQA"), the <br />City prepared an Initial Study and determined that a Negative Declaration would be appropriate. <br />The City issued a Notice of Intent to adopt a Negative Declaration on December 19, 2003. The <br />Notice of Preparation was mailed to Responsible Agencies, the State Clearinghouse, and other <br />interested parties and no substantive comments have been received. <br />10. Location and Custodian of the documents and other materials that constitute the <br />record of the proceedings upon which decisions on the East 14th Street South Area Development <br />Strategy Project were made: City of San Leandro, Community Development Department, 835 E. <br />14th Street, San Leandro, CA 94577, Attn: Community Development Director <br />NOW, THEREFORE, the City Council of the City of San Leandro does resolve as <br />follows: <br />A. The City Council does hereby approve the East 14th Street South Area Development <br />Strategy, as recommended for adoption by the Planning Commission, with the modifications <br />thereto set forth in Attachment 1, which document is incorporated herein by reference. <br />B. The City Council hereby finds that the modifications set forth in Attachment 1 do not <br />constitute substantial modifications that were not previously considered by the Planning <br />Commission at their hearings; accordingly, no referral back to the Planning Commission is <br />required under Government Code section 65356. <br />C.
