F. The City expects that historic resource owners will use the property tax savings <br />accrued from participating in the Mills Act program for improvement to the historic <br />resource. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council <br />1. Authorizes the implementation of a Mills Act program in the City of San <br />Leandro; and, <br />2. Directs the City Manager and the Library-Historical Commission to draft <br />and implement procedures and guidelines for reviewing and approving <br />applications to participate in the Mills Act program; and, <br />3. Appoints the City Manager or his or her authorized designee as the City's <br />representative for coordinating and processing agreements with owners of <br />historic resources under the Mills Act program; and, <br />4. Authorizes the City Manager to execute these agreements; and; <br />5.
