EXECUTIVE SUMMARY <br />The Consolidated Plan for 2000-05 identifies the housing needs for San Leandro and <br />outlines the strategies for meeting those needs. The annual action plan for each of the <br />program years outlines the activities that will implement those strategies, utilizing funding <br />received from federal, state, local, private and other agencies, such as the San Leandro <br />Redevelopment Agency. The Consolidated Action Plan for the program year 2004-05 <br />will cover the period from July 01, 2004 to June 30, 2005. <br />The existing housing conditions within San Leandro indicate a shortage of housing for <br />young adults and singles between 25-34 years of age. The City also had an increase in <br />employment, with 6900 new jobs being created. These changes, coupled with a <br />significant influx of new families with large number of children during the last few years, <br />have increased the need for additional housing units. Recent trends also indicate that <br />more than 35% of the households earn less than 80% of the average median household <br />income (AMI) with housing prices requiring very low income families to pay 41 % to 75% <br />of their income for housing costs. This highlights the shortage of `affordable' housing for <br />the low and very low income families, residing in both rental and ownership units, <br />increasing the need for additional housing for these families. <br />In addition, one-half of the housing stock within the City is over 50 years old, requiring <br />either rehabilitation or reconstruction of these units. The City is also in constant need of <br />housing and other social services for individuals and families who are either homeless <br />or have special needs. Also, to meet the needs of the growing population, the existing <br />public facilities and amenities require periodical upgrades or new facilities. <br />The Consolidated Action Plan for 2004-05 aims to overcome the existing conditions <br />through implementation of programs and activities, thereby satisfying the three primary <br />goals formulated in the Housing and Community Development Act and the National <br />Affordable Housing Act. These are: <br />A. Providing decent housing <br />B. Providing a suitable living environment <br />C. Expanding economic opportunities <br />Goal A: Provide Decent Housing <br />Objective 1: .Increase the availability of affordable rental housing <br />Activity: <br />• With development of a proposed Housing Strategy to meet the goals specified in the <br />Housing Element, the City will aggressively seek affordable housing developers and <br />consider land banking.
