~ 5RN (F <br />'' J"``~"1~" ~ CITY OF SAN LEANDRO <br />V ~~= ~ O <br />i .t'+ ~ <br />1c~RPONHiEa ~$~ <br />MITIGATED NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the <br />enviroi>inent as prescribed by the California Enviroiunental Quality Act of 1970, as amended will <br />occur for the following proposed project: <br />I. PROJECT DESCRIPTION: <br />The applicant proposes to redevelop a former fire station and adjacent vacant lots into a small office <br />complex with onsite parking. The renovated fire station building would contain 5,000 square feet of <br />office and storage on two floors, and a new building to be constructed would contain 4,518 square <br />feet of office on rivo floors. The project would provide 28 onsite parking stalls and a trash enclosure <br />for both buildings. The subject properties are in the Plaza Redevelopment Project Area, encompass <br />20,300 square feet (0.46 acre) and are located on the northeast corner of Davis and Dabner Streets. <br />Discretionary actions include: rezoning two parcels from CN to CN(PD}; rezoning two parcels from <br />RM-1800 (PD) to CN(PD); approval of a Planned Development; General Plan Map Amendment <br />(for two parcels, from High Density Residential to Neighborhood Commercial); approval of a <br />Disposition and Development Agreement (DOA); General Plan Confornuty Folding; and Initial <br />Study/Mitigated Negative Declaration. <br />II. DECLARATION THAT PROJECT N'ILL NOT SIGNIFICANTLY AFFECT <br />ENVIR011'111E11rT: <br />With unplementation of the recoimnended mitigation measures, the proposed project will <br />have no significant effect on the area's resources, cumulative or otherwise. <br />III. FINDINGS SUPPORTING DECLARATION: <br />A. Tlnis project is considered an ui-fill development and would convert land that is <br />currently developed with an abandoned un-reinforced masoluy builduig, to a small <br />office complex. <br />B. The proposed project has been reviewed according to the standards and requirements of <br />the California Enviromnental Quality Act (CEQA) and an hnitial Study Environnnental <br />Evaluation Checklist has been prepared with a determination that the project will not <br />have a significant impact on the envirorvnent and as long as the applicant complies with <br />all identified mitigation measures. <br />C. The project area is located witlnin the seisnucally-active Bay Area, therefore it is <br />likely that during the lifetime of future buildings constructed on the project site, they <br />will be subject to seismic shaking and other earthquake-induced effects. Potential <br />impacts related to site geology can be adequately mitigated as long as conditions of <br />approval identified by staff are implennented prior to building permit issuance. The <br />recommendations are conditions of approval. <br />
