~ 5RN (F '' J"``~"1~" ~ CITY OF SAN LEANDRO V ~~= ~ O i .t'+ ~ 1c~RPONHiEa ~$~ MITIGATED NEGATIVE DECLARATION Notice is hereby given that the City of San Leandro finds that no significant effect on the enviroi>inent as prescribed by the California Enviroiunental Quality Act of 1970, as amended will occur for the following proposed project: I. PROJECT DESCRIPTION: The applicant proposes to redevelop a former fire station and adjacent vacant lots into a small office complex with onsite parking. The renovated fire station building would contain 5,000 square feet of office and storage on two floors, and a new building to be constructed would contain 4,518 square feet of office on rivo floors. The project would provide 28 onsite parking stalls and a trash enclosure for both buildings. The subject properties are in the Plaza Redevelopment Project Area, encompass 20,300 square feet (0.46 acre) and are located on the northeast corner of Davis and Dabner Streets. Discretionary actions include: rezoning two parcels from CN to CN(PD}; rezoning two parcels from RM-1800 (PD) to CN(PD); approval of a Planned Development; General Plan Map Amendment (for two parcels, from High Density Residential to Neighborhood Commercial); approval of a Disposition and Development Agreement (DOA); General Plan Confornuty Folding; and Initial Study/Mitigated Negative Declaration. II. DECLARATION THAT PROJECT N'ILL NOT SIGNIFICANTLY AFFECT ENVIR011'111E11rT: With unplementation of the recoimnended mitigation measures, the proposed project will have no significant effect on the area's resources, cumulative or otherwise. III. FINDINGS SUPPORTING DECLARATION: A. Tlnis project is considered an ui-fill development and would convert land that is currently developed with an abandoned un-reinforced masoluy builduig, to a small office complex. B. The proposed project has been reviewed according to the standards and requirements of the California Enviromnental Quality Act (CEQA) and an hnitial Study Environnnental Evaluation Checklist has been prepared with a determination that the project will not have a significant impact on the envirorvnent and as long as the applicant complies with all identified mitigation measures. C. The project area is located witlnin the seisnucally-active Bay Area, therefore it is likely that during the lifetime of future buildings constructed on the project site, they will be subject to seismic shaking and other earthquake-induced effects. Potential impacts related to site geology can be adequately mitigated as long as conditions of approval identified by staff are implennented prior to building permit issuance. The recommendations are conditions of approval.
