EXHIBIT A <br />SCOPE OF SERVICES <br />Provision of Services <br />Consultant shall provide: <br />a. Representation in all negotiations with providers on issues related to premiums, service, <br />benefits levels, plan design, special terms and conditions, etc. <br />b. Consultation and recommendations with regard to plan design, options and associated <br />costs as proposed by employee representatives during labor negotiations. <br />c. Quarterly and annual reviews and reports of employee benefits programs for quality and <br />adequacy of benefits provided, cost effectiveness, competitiveness, plan administration <br />and recommendations concerning any changes in terms, conditions and limits. <br />d. Internet technologies to support online enrollments and changes, and an educational <br />module to assist employees in self-management of benefits. <br />e. Review and resolution of issues concerning insurance policies, certificates of insurance and <br />other documents related to employee benefits programs. <br />f. Update and revision of summary plan descriptions and benefits handbook to maintain <br />compliance with legal requirements. <br />g. Streamlined billing, payroll and provider interface, related data transmission and <br />reimbursement processes for enrolled employees and retirees/survivors. <br />h. Monthly claims experience reports, discrepancy and eligibility reports, and special studies <br />and reports as requested by the City. <br />i. Annual summaries of financial status of insurers. <br />j. Proactive assistance in the development of long-range goals and strategies for the City's <br />employee benefits programs. <br />k. Monitoring of ongoing contracts, including provider plan administration, tracking of <br />performance standards, provider compliance with contracts and incurred claims. <br />1. Semi-annual (February and August) estimates of renewal rates and cost trends and <br />assistance to City staff in the preparation of budgets. <br />m.
