EXI~IBIT A <br />SCOPE OF WORK <br />1.1. BACKGROUND <br />The City of San Leandro receives Measure B Paratransit funds to provide specialized <br />transportation for people with disabilities and seniors. The purpose of these funds is to allow <br />cities to supplement, not replace, the mandated paratransit services operated by AC Transit and <br />BART through East Bay Paratransit. <br />When Alameda County voters reauthorized the Measure B funds in 2000, the City of San <br />Leandro conducted a Master Plan Study to develop and evaluate Measure B Paratransit service <br />options. The study was completed and City Council approved the implementation of a Flex- <br />Route Shuttle service called FLEX. The service was initially implemented as a six month pilot <br />program, allowing prompt implementation of the service and program flexibility. In February <br />2004, the City Council approved the continuation of the FLEX Shuttle Service for FY 2004-05. <br />In addition to the FLEX Shuttle, the San Leandro Paratransit Program provides Group Trips and <br />plans to expand services in FY 2004-OS to provide Out-of--Town Medical Trips. <br />The information below describes the most current status of the program. Depending on the funds <br />available, and the cost of service, these parameters may be expanded or reduced. It is the desire <br />of the City of San Leandro to maximize the level of service that can be provided for the fixed <br />funds available. <br />2. L FLEX SHUTTLE SERVICE <br />The FLEX Shuttle Service will operate five days per week as apoint-deviation, flex-route <br />shuttle. The FLEX Shuttle service area includes all locations within the San Leandro city limits. <br />FLEX combines both fixed route (shuttle stops) and demand response (curb to curb) features. It <br />is essentially a demand response service, structured on a framework of fixed, scheduled time <br />points to offer some walk-on flexibility and increased productivity. A flex-route service controls <br />when a bus is available in each portion of the service area and structures the direction that the <br />service travels to facilitate more productive, demand response trip request assignments. <br />Two buses will operate on a b0-minute headway. Scheduled time points are <br />established at key locations within San Leandro. The scheduled time points will forma "one- <br />way loop" framework fora 60-minute clock face schedule, and serve as formal bus stops for <br />passengers to use the service as walk-ons, not requiring a reservation. The headway and <br />scheduled time points may be modified by the CITY in coordination with the contractor as <br />needed to meet demand and efficiencies. <br />One bus will operate in a clockwise direction providing hourly, northbound service on <br />EXHIBIT A Page 1 of 13 <br />G:\Oliver\ParatransitFY 2004-OS\\MV Contract FY 2004-05 <br />
