IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2004-157 (1925) <br />RESOLUTION APPROVING THE NEGATIVE DECLARATION FOR THE <br />BICYCLE AND PEDESTRIAN MASTER PLAN <br />Recitals <br />a. The current San Leandro General Plan was adopted on May 6, 2001 and contains <br />an existing Bicycle Plan that is part of the Circulation Element of the General Plan. <br />b. In March 2004, the City Council appointed an eight-member citizen-based <br />advisory committee (Bicycle and Pedestrian Advisory Committee) to oversee preparation of the <br />Master Plan. <br />c. Various background reports and documents also guided the preparation of an <br />initial draft of the Bicycle and Pedestrian Master Plan including a report on accident data, a <br />survey and map of possible new bicycle and pedestrian facilities, and an assessment of existing <br />and projected traffic patterns in San Leandro. <br />d. Based on the work of the Bicycle and Pedestrian Advisory Committee, and <br />subsequent meetings, the City issued a Public Review Draft of the Bicycle and Pedestrian Master <br />Plan in June 2004. <br />Various public meetings occurred during March 2004, April 2004, and May 2004, <br />and the Planning Commission conducted a duly noticed public hearing on the Draft Bicycle and <br />Pedestrian Master Plan on August 7, 2004. <br />£ As the lead Agency under the California Environmental Quality Act (CEQA), the <br />City prepared an Initial Study and determined that a Negative Declaration would be appropriate. <br />The City issued a Notice of Intent to adopt a Negative Declaration on September 13, 2004.
