Notice of Intent was mailed to responsible agencies, the State Clearinghouse, and other <br />interested parties, and no substantive comments have been received. <br />g. The City prepared a Draft Negative Declaration for the East 14th Street South <br />Area Development Strategy in September 2004, and issued a Notice of Completion, which was <br />circulated, consistent with CEQA's 30-day review period, for public review from September 13, <br />2004 through October 12, 2004. The Draft Bicycle and Pedestrian Master Plan and Negative <br />Declaration were made available for review at City Halt. <br />h. The Planning Commission held a duly noticed public hearing on August 7, 2004 <br />on the Draft Bicycle and Pedestrian Master Plan and the proposed Negative Declaration. Public <br />comment was received at the public hearing. <br />i. On November 1, 2004, the City Council held a duly noticed public hearing to <br />receive comments on the Negative Declaration, and to consider the Planning Commission's <br />recommendation on such documents. Public comment was received on the Draft Bicycle and <br />Pedestrian Master Plan and the Negative Declaration at the public hearing. A staff report, dated <br />November 1, 2004 was prepared, containing analysis and recommendations on the documents. <br />j. On November 1, 2004, the City Council held a duly noticed hearing to consider <br />approval of the Negative Declaration for the Draft Bicycle and Pedestrian Master Plan. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1. That the City Council of the City of San Leandro approves the Negative <br />Declaration for the Draft Bicycle and Pedestrian Master Plan that has been <br />completed in compliance with the procedural and substantive requirements of <br />CEQA and the CEQA Guidelines, and is adequate for review and consideration of <br />the Draft Bicycle and Pedestrian Master Plan. <br />RESOLUTION NO.2004-157 2 <br />
