EXHIBIT A
SCOPE OF SERVICES
Youth Anti-Violence Program
Proiect Description and Background
The Davis Street Family Resource Center (DSFRC) will develop and provide comprehensive
anti-violence services to at-risk youth in San Leandro.
There are roughly 12,000 youth between the ages of 8 and 18 in San Leandro. There is one high
school housing approximately 2,700 students, one continuation school housing approximately 90
students, an independent school and two middle schools each housing approximately 1,000
students. The ethnic, linguistic and socio-economic makeup of our youth has dramatically
changed over the last decade bringing challenges to both the youth and the entities that serve
them. School district funding cutbacks have affected the level and availability of
prevention/intervention services. There is clearly an unmet anti-violence program/services
demand and the need will increase in the future.
Davis Street will identify the gap in supply of anti-violence programs for at-risk youth both in
the schools as well as in the broader community. To help alleviate the unmet needs of this
vulnerable population, Davis Street currently provides (in the San Leandro schools) drug and
alcohol prevention support groups, workshop/trainings to staff on conflict resolution,
consultation to staff regarding at-risk student behavior and parenting workshops in Spanish and
English. The Family Resource Center (FRC) offers parenting classes, individual and family
mental health services focusing on at-risk youth and a special group: Boys Becoming Men. This
very popular program engages the at-risk young man before problems become unmanageable
and begin to affect the entire family. While their programs may engage only the youth, they are
designed to work with the entire family, the school family and the community as a whole. Davis
Street partners include: the San Leandro Unified School District SARB, Peacemakers,
Community Juvenile Probation Department and San Leandro Police Department-SLAYA .
To help bridge the gap between the various programs that serve youth, Davis Street will develop
and implement new anti-violence services to at-risk youth who live and attend school in San
Leandro. Services will use amulti-disciplinary team approach including all local providers to
address growing community concerns. In order to accomplish this, Davis Street will expand and
strengthen its existing programs to ensure that all at-risk youth are served.
The Youth Anti-Violence Program is premised on the belief that prevention and intervention
programs targeting at-risk youth in a culturally and linguistically appropriate manner will address
the community's concerns about violence involving youth, and when delivered by a local non-
profit such as Davis Street, will be embraced by both the youth and the community at large.
Consulting Services Agreement between November 1, 2004
City of San Leandro and Davis Street Family Resource Center Page 15 of 19
