Scope of Work <br />Phase I <br />Davis Street will study and prepare an analysis of existing anti-violence programs that serve San <br />Leandro youth as well as an analysis of the demand or need for services. In addition, Davis <br />Street will submit to the City's Recreation and Human Services Department an overview of the <br />current anti-violence programs available to at-risk San Leandro youth. <br />Phase II <br />Based on the findings Davis Street will create and implement new programs and build on <br />existing programs to address the community's concerns about violence involving youth in the <br />community. Davis Street will submit program proposals to the City of San Leandro Recreation <br />and Human Services Department for approval prior to implementation. <br />Phase III <br />Davis Street will work with all interested parties including City staff, nonprofit youth providers, <br />school district staff and policy makers to build a strong basis of support for the long term <br />sustainability of the City's anti-violence programs for at-risk youth. <br />Timeline <br />• Phase I (analysis of existing services) will be accomplished in the first quarter. <br />• Phase II (program implementation) will begin immediately and continue through the year <br />up to June 30, 2005. <br />Phase III (coordination and sustainability) will begin after Phase I is complete and will be <br />ongoing. <br />Oversight and Coordination with the City <br />The Recreation and Human Services Department will provide oversight of the Youth Anti- <br />violence Program. All invoices, reports and proposed services will be submitted to and be <br />approved by the Recreation and Human Services Department. DSFRC will meet with the <br />Recreation and Human Services Department staff and provide written reports on a quarterly <br />basis. <br />Agency History and Experience in Working with At-Risk Populations <br />Davis Street Davis Street has been serving needy families in San Leandro and its surrounding <br />communities for over 30 years. Working from the notion that the FRC (Family Resource Center) <br />must do whatever it takes for its families, Davis Street began to fine-tune it services and move <br />toward a more holistic approach of delivery. Services have grown to extend outreach to low <br />income working poor, seniors, disabled individuals and entitlement eligible people, particularly <br />those on Calworks. <br />While the FRC is a source of assistance to all families, it is recognized that more and more <br />families are considered "at-risk" and have children.
