SECTION 3. All persons qualified to vote at elections in said City of San Leandro upon <br />the date of the election herein provided for shall be qualified to vote for the office of City <br />Councilmember, District 4 at said All-Mail Ballot Special Municipal Run-Off Election. <br />SECTION 4. Pursuant to the California Elections Code, the City of San Leandro <br />Municipal Code, and other applicable provisions of the City Charter and the Ordinance of the <br />City of San Leandro, said Special Election shall be conducted by all-mail ballot, and shall be <br />conducted pursuant to Chapter 2 of Division 4 (commencing with Section 4100) of the California <br />Elections Code only insofar as required by law, and only where not inconsistent with the Charter <br />and ordinances of the City of San Leandro. Notwithstanding Elections Code Section 4103, <br />ballots cast in this Special Election shall be returned to the Alameda County Registrar of Voters <br />or at drop-off points designated in the Sample Ballot by 8:00 p.m. on Election Day. Only ballots <br />received by 8:00 p.m. on Election Day shall be counted. <br />SECTION 5. Notice of the time and place of holding said election is hereby given and <br />the City Clerk as the Elections Official of the City of San Leandro is hereby directed to publish, <br />post and give such further additional notice of said election as prescribed by the Elections Code <br />of the State of California, and to take such other actions as may be deemed necessary and <br />appropriate to carry out the purpose and intent of this Resolution, the City Charter, Municipal <br />Code and Ordinances of the City of San Leandro as they pertain to the conduct of the all-mail <br />ballot Special Election. <br />SECTION 6. The Alameda County Registrar shall proceed and conduct the canvass of <br />the results of said election in accordance with the provisions of the Elections Code, and shall <br />deliver to the City of San Leandro the certification of the official results of said election. <br />SECTION 7.
