HdL Software provides software solutions for local governments including animal license, business license, code enforcement, false alarm billing, fire inspection services and permit systems. HdL Software is well qualified to provide business license software as it has 116 cities and counties as business license clients. The software was developed with the participation of five cities as beta sites and was introduced in 1996. It is a full featured Advanced Windows based system that processes new applications, generates license forms, generates renewal notices, tracks and notifies delinquencies. The software can be linked to cashiering and accounting systems. HdL's system provides electronic audits of other data bases to assist the City in monitoring business licenses to identify unlicensed businesses, under-licensed businesses and under-reporting businesses. The land management module contains parcel data, making it easy to insert parcel numbers into the business license records, thus enabling a link to the City's mapping system. C. FEATURES OF THE HdL BUSINESS LICENSE SYSTEM 1. The HdL Business License system supports the following activities: • Business License p'ee Collection. The City will use the system to process new business license fees and renew fees through a taxpayer self-assessment process. The system contains asystem-generated audit log and will interface with the City's Eden Gold financial system. • Monitor Current Activitv. The system will allow the City to track active and inactive businesses licenses. • Audit License Activitv. The system will allow the City to interface with parcel data, sales tax data, and business phone listings to enforce the business license ordinance. The system will assist the City in identifying unlicensed businesses and underreporting businesses. • License Activity Reporting The system includes standard reports that will allow management to analyze license activity within the City. Licenses can be categorized by rate type, business type, NAIC and SIC codes, and geographic location. The system contains fee and payment history data. • Operation E~ficienc~ The system is a user friendly Windows based system that is easy to learn and easy to use. HdL has a very large business license client base and will be able to assist the City in finding ways to improve or enhance current businesses practices.
