` 2. Description of the Software. <br />After installation on the City's network, the system will be ready for the City to use in <br />the processing and tracking of business licenses. In addition to the functionality listed <br />on the "Requirements Sheet" provided by the City, the system can perform the <br />following. <br />Approvals. The system allows the City to track approvals that may be required by <br />other City departments before the license can be issued. Approval requirements are <br />linked to business types. When all necessary approvals have been granted, the status <br />of the license record will be changed to "Approved" so that the license can be issued <br />and printed. Licenses with incomplete approvals may be tracked. <br />Inspections. Field inspections may be tracked including the date of the inspection, <br />inspector, type of inspection, disposition and status. <br />Links to external data sets. The program is linked to business telephone directories, <br />and may be linked to sales tax and property tax databases to assist the City in <br />identifying unlicensed businesses. HdL is currently developing a link between the <br />Business License system and AB 63 data to enhance this identification process. <br />Renewals and pro-rations. The software will allow the City to maintain and track all <br />types of licensing functions, including annual, daily, monthly, quarterly or semi- <br />annualbasis. Licenses may also bepro-rated. <br />Table driven. The system uses tables that establish the City's business rules, <br />including rate types, fee types, penalty tables, renewal types, ownership types, <br />business types, status types, agency preferences, geographic and address tables. All <br />of these tables can be maintained by users with the appropriate level of security <br />access. <br />User de fined .gelds. The system provides nine user definable fields. The City may <br />determine the field name, field length and field attributes (text, date, numerals). Data <br />in these fields may be located using the Keyword Search tool. There are also two <br />other user definable fields that function as drop down lists. Data in these fields may <br />be located using the filter system or by opening a list. <br />Report development and maintenance. The system contains a run time version of <br />Crystal Reports, however if the City has a full version of Crystal 9, it may create <br />additional reports and letters that are easily attached to the business license system <br />through the Report Maintenance utility. An ad hoc reporting tool is also included in <br />the system. It is easy to use for generating ad hoc lists and simple reports. <br />3.
