Following is a narrative describing the components of the implementation. <br />1. Designation of project manager. The City and HdL will each designate a project <br />manager for the business license implementation. <br />2. Construction o the system. Using the City's business rules and practices, HdL will <br />construct all rate tables, fee tables, penalty tables, pro-ration tables, business type <br />tables, NAIC and SIC codes, status lists, password security, and all other system <br />configurations. HdL will provide the data conversion and develop the forms, letters <br />and reports. <br />3. Management support. HdL will analyze the City's policies and procedures to better <br />understand how to construct the system as described in paragraph 1. HdL may <br />suggest improvements or enhancements to assist the City in achieving greater <br />efficiency. <br />4. Data conversion. HdL will convert the City's existing business license data to the <br />HdL program files. The City will provide its current data in ASCII file format with a <br />file layout detailing the content, format and size of the fields in the data set. The data <br />will be required a minimum of two times during the conversion process. The City <br />will provide all data sets in the same format and on the same media. Any <br />inconsistencies between data sets will result in a delayed installation date and <br />additional charges for conversion. After the data is installed at the City, the City will <br />verify the accuracy and completeness of the converted data. <br />The City wishes to convert current year fee and payment information and three prior <br />years of fee and payment information. Current year fees and payments will be <br />inserted into the detail fee screens. The prior three years of fee and payment <br />information will be inserted into the audit log detail screen. <br />5. Installation. In coordination with the City staff HdL will provide the installation <br />program, instructions, application, database and forms. With HdL's guidance, the <br />City staff will be able to install the system on the City's server. <br />6. Testin HdL tests the system and the data conversion during the construction of the <br />system. The final responsibility for testing rests with the City. Adjustments and <br />changes will be made by HdL as needed. <br />7. Trainin,~. Training will be provided to staff at the time of the first installation so that <br />the system can be tested. Training will also be provided prior to the December 15th <br />"go live" date. HdL will also be on site the day of "go live". HdL provides training <br />sessions in groups of six. Training programs are geared toward "power users" as well <br />as to incidental or query users of the system. <br />Consulting Services Agreement between [September 15, 2004] <br />City of San Leandro and HdL Software LLC Page 20 of 34 <br />
