Such housing <br />would generate vehicle trips and would add traffic to local roadways. As noted earlier, the Element would not increase the <br />development capacity of the City nor would it result in traffic projections which exceed those prepared by the Valley <br />Transportafion Authority (VTA). No Land Use Plan or density changes would occur as a result of the Element's adoption. <br />VTA guidelines require a traffic study to be prepared for any project that would generate more than 100 peak hour trips. <br />Mitigation for traffic impacts would be determined on a case by case basis as future projects were proposed. <br />The Element recommends improving access to the Union Pacific railyard property in order to facilitate that site's development <br />with housing. If a new road or railroad crossing is constructed, traffic patterns on perimeter roadways could be affected. Any <br />road construction would be subject to subsequent environmental review and traffic studies.
