XV. Transportation, continued <br />Additional traffic mitigation measures are contained in the Midtown Specific Plan EIR and the accompanying mitigation <br />monitoring program The Midtown Plan EIR concluded that impacts to local streets and to freeways were potentially <br />significant. Mitigation measures include an itemized list of 14 traffic improvements (lane additions, signalization, turning <br />lanes, etc.) to be funded by future development and other sources such as RDA funds. The City will also be administering the <br />Montague Expressway widening. , <br />The Midtown Specific Plan EIR found that even with these improvements, adverse traffic impacts would be significant and <br />unavoidable. A Statement of Overriding Considerations has been adopted by the City, recognizing that the positive aspects of <br />Midtown development on regional transportation (e.g., atransit-supportive land use pattern) justify the increased congestion. <br />XV(b): The additional trips generated by new housing could result in lower levels of service (LOS) on San Leandro roads. <br />These impacts have been already anticipated by other environmental documents (such as the Midtown Specific Plan EIR), and <br />appropriate mitigation measures have akeady been identified. Additional traffic studies would be required if the Dixon <br />Landing Road and/or Fiesta Plaza sites were rezoned from commercial to residential use, as suggested by the Element. <br />XV(f): The Housing Element supports provisions of the Midtown Specific Plan which allow reduced parking for housing <br />adjacent to transit stations. No further reductions to the parking standards have been recommended. However, broader <br />geographic application of the Midtown standards (for example, to the Town Center area) could be explored. The <br />environmental impacts of such recommendations are less than significant.
