12.14.110 CONDITIONS OF PROPOSED AREA. In the proposed <br />residential parking permit area, at least eighty (80) percent of the <br />block fronts with unlimited on-street parking must be residentially <br />zoned, and at a minimum, seventy-five (75) percent of all <br />unlimited on-street parking spaces within the proposed area must <br />be occupied during any two (2) one-hour periods between 8:00 <br />a.m. and 5:00 p.m. or unlimited on-street parking is projected to be <br />impacted by parking spillover from a more congested residential <br />parking permit area. <br />12.14.115 APPROVAL PROCESS. A public hearing with notification to <br />properties within three hundred (300) feet of the proposed area <br />shall be held by the Planning Commission pursuant to the <br />Commission's authority set forth in San Leandro Municipal Code <br />Section 1-3-1005 to review proposals relating to traffic circulation. <br />After receiving the Planning Commission recommendation, the <br />City Council shall consider a resolution establishing a residential <br />parking permit area. <br />12.14.120 INITIATION OF ENFORCEMENT. At least sixty (60) percent of <br />the households must purchase permits before signs identifying the <br />program and establishing the area are installed. <br />12.14.125 MAXIMUM I~TIJMBER OF PERMITS. Each household maybe <br />entitled to purchase a maximum of two (2) annual parking permits. <br />
