More definitive dates can be
assigned once photography has been acquired.
3.0 MAPPING AREA
The mapping area is defined as the original Project Area (the city boundary) plus a one quarter mile
buffer.
4.0 FLIGHT AND CONTROL PLAN
HJW GeoSpatial, Inc. shall provide a flight and ground control plan. This plan shall include
direction of flightlines, location of exposures along each flight line, type and focal length of camera,
photo scale flight altitude and location of HJW's proposed ground control. The final plan shall be
approved by the City.
5.0 GROUND CONTROL
Ground control shall be established by acceptable GPS survey methods under the supervision of a
California Licensed Land Surveyor (McGill Martin Self, Inc.) authorized to practice land surveying.
Coordinate grid system shall be based on the NAD 83 California State Plane Coordinate System,
Zone III (feet). Elevations shall be based on the North American Vertical Datum 1988 (NAND 88).
A total of 28 additional and 30 existing horizontal/vertical points have been identified by HJW as
the necessary number required for the update of contours and digital orthophotos at the specified
accuracy standards. HJW will use existing City monuments to reduce the cost of setting new survey
monuments. Questions of monument suitability shall be mutually resolved between the City and
HJW.
All photogrammetric control shall be established by acceptable GPS survey methods. Surveys using
Traverse methods shall conform to FGCC Third Order, Class I accuracy standards.
6.0 AERIAL PHOTOGRAPHY
HJW shall fly a complete new set of stereo aerial photos at a scale of 1"=400' to cover the entire
City of San Leandro project area (city boundary) plus one-quarter mile buffer.
