• The City will continue to work with Allied Housing on a variety of programs that <br />will assist low income families with housing assistance including funding the <br />Housing Alliance project for the formerly homeless dually diagnosed supportive <br />housing project in Castro Valley. <br />2. Preserve existing affordable rental and ownership housing for low and moderate- <br />income households. <br />Through the single-family housing rehabilitation program, the Redevelopment <br />Agency will provide loans to at least 15 households for single family housing <br />rehabilitation using the Redevelopment Housing Set Aside Fund. $400,000 for <br />2003-04 is recommended in the City/Agency budget. <br />• The minor home repair program can provide loans to 20-30 families depending <br />on the extent of the repairs. The program would be funded as part of the <br />Housing Set Aside fund housing rehabilitation program. <br />• The First Time Home Buyer Program can assist families to purchase existing <br />housing. (See No. 3 below) <br />3. Assist low and .moderate-income first time homebuyers. <br />The First Time Home Buyer Program can assist 10-17 families with home <br />ownership. In the proposed Redevelopment Agency budget, $205,000 is <br />proposed for this program. The maximum loan is $20,000, but the amount <br />actually awarded depends on the families' need for gap financing. This program <br />works closely with the Below Market Rate Home Ownership program. The BMR <br />Program is an inclusionary housing requirement that requires developers in <br />redevelopment project areas to provide 15% of the housing in new projects be <br />available at prices affordable to low and moderate income households. Often <br />both programs are used to assist the family in their home purchase. <br />• The City participates with the Alameda County Program in the Mortgage Credit <br />_- Certificate Program. The City will utilize the maximum number of MCC's that <br />San Leandro and the County MCC Program receive with a goal of assisting at <br />least five households. <br />4. Reduce housing discrimination. <br />Under the CDBG and HOME certifications to HUD, the City certifies that it will <br />"affirmatively further fair housing." The City proposes to accomplish this goal <br />through contracting with ECHO Housing, a fair housing agency for services <br />utilizing CDBG funds.
