PART II. ACTIVITIES TO BE UNDERTAKEN <br />STRATEGIC GOALS NARRATIVE <br />Under the Housing and Community Development Act and the National Affordable <br />Housing Act, three major goals are identified for the Community Development 131ock <br />Grant and HOME funds. These three goals are: <br />• Provide decent housing <br />• Provide a suitable living environment <br />• Expand economic opportunity <br />Within the context of these three goals, the 2000-2005 Consolidated Plan for the City of <br />San Leandro develops a strategy that includes objectives and activities that the City will <br />carry out to meet the housing and community development needs identified in the Plan. <br />The 2003-2004 Consolidated Action Plan identifies the specific activities to be <br />implemented during the program year to assist the City in ultimately reaching the goals <br />in the five-year plan. (See Exhibit A) Activities undertaken with HOME funds are also <br />described in the Alameda County HOME Consortium Action Plan. <br />Provide Decent Housing <br />Housing Needs Objectives: <br />The housing objectives of the 2000-2005 Consolidated Plan strategy and this Annual <br />Action Plan address the underserved housing needs of families in San Leandro. The <br />goal of the objectives is to provide programs that foster and maintain affordable <br />housing. <br />1. Increase the availability of affordable rental housing.. <br />• The City will support the Alameda County Housing Authority's applications for <br />additional Section 8 rental assistance vouchers that could be used for San <br />Leandro residents. <br />• City staff will update the apartment rehabilitation program and begin <br />implementation of a new program. <br />• City staff will continue to work with Citizens Housing Inc to rehabilitate the Surf <br />Apartments, which will provide on going affordable rents. <br />• Housing Services Division staff will work with owners and managers in tenant <br />selection and apartment maintenance with the Multifamily Management <br />Assistance Program (MMAP). <br />Action Plan FY2003 <br />City of San Leandro <br />Page 8 <br />
