ACTIVITIES TO BE UNDERTAKEN STRATEGIC GOALS NARRATIVE Under the Housing and Community Development Act and the National Affordable Housing Act, three major goals are identified for the Community Development 131ock Grant and HOME funds. These three goals are: • Provide decent housing • Provide a suitable living environment • Expand economic opportunity Within the context of these three goals, the 2000-2005 Consolidated Plan for the City of San Leandro develops a strategy that includes objectives and activities that the City will carry out to meet the housing and community development needs identified in the Plan. The 2003-2004 Consolidated Action Plan identifies the specific activities to be implemented during the program year to assist the City in ultimately reaching the goals in the five-year plan. (See Exhibit A) Activities undertaken with HOME funds are also described in the Alameda County HOME Consortium Action Plan. Provide Decent Housing Housing Needs Objectives: The housing objectives of the 2000-2005 Consolidated Plan strategy and this Annual Action Plan address the underserved housing needs of families in San Leandro. The goal of the objectives is to provide programs that foster and maintain affordable housing. 1. Increase the availability of affordable rental housing.. • The City will support the Alameda County Housing Authority's applications for additional Section 8 rental assistance vouchers that could be used for San Leandro residents. • City staff will update the apartment rehabilitation program and begin implementation of a new program. • City staff will continue to work with Citizens Housing Inc to rehabilitate the Surf Apartments, which will provide on going affordable rents. • Housing Services Division staff will work with owners and managers in tenant selection and apartment maintenance with the Multifamily Management Assistance Program (MMAP).
