F, Planned Action to Enhance Coordination <br />The City will utilize at least six nonprofit agencies to assist in implementing the <br />2003/2004 programs. The City participates in the HOME Consortium composed of <br />Alameda County and the cities of San Leandro, Hayward, Fremont, Alameda, <br />Pleasanton, Livermore, and Union City. In order to receive mortgage credit certificates, <br />the City is a member of the Mortgage Credit Certificate Program administered through <br />Alameda County. The Alameda County Housing Authority and the City have an <br />agreement that the County can operate the Section 8 Program within San Leandro. <br />The City is a member in the Continuum of Care Council, a coalition of homeless service <br />providers and local jurisdictions, that responds to the homeless needs in the County and <br />develops a joint application in response to the HUD Super NOFA for McKinney related <br />homeless grants. The City will partner with private sector mortgage lenders to <br />implement the San Leandro First Time Home Buyer Programs. <br />The City participates in the Oakland/San Leandro Joint Revitalization Program. <br />Together, the two cities have conducted annual job fairs and disaster preparedness <br />educational events along the border of the two cities. The Airport Gateway project to <br />improve all of the entrances into the Oakland Airport is two-thirds completed with the <br />final piece -Doolittle Street into San Leandro - to start construction in this program <br />year. Construction plans were completed in the prior program year with CDBG funding <br />to remove slum and blight. <br />Public Housing <br />San Leandro is under the jurisdiction of the Alameda County Housing Authority. San <br />Leandro has no public housing. The City will continue to provide letters of support for <br />future applications to HUD on behalf of the Alameda County Housing Authority Section <br />8 Rental Assistance Program. <br />Fair Housing <br />The City completed and adopted the City's portion of the Analysis of Impediments to <br />Fair Housing conducted as part of the Alameda County Consortium. The City will <br />implement the fair housing action plan developed. The fair housing action program will <br />be administered by ECHO Housing as a subrecipient under an agreement with the City. <br />PART IV. MONITORING STANDARDS AND <br />PROCEDURES <br />The City plans to develop monitoring procedures during the next program year. The <br />procedures will include a monitoring check sheet, steps in the monitoring process, <br />technical assistance, quarterly and annual reports and on-site monitoring visits. <br />Action Plan FY2003 <br />City of San Leandro <br />Page 29 <br />
