F, Planned Action to Enhance Coordination The City will utilize at least six nonprofit agencies to assist in implementing the 2003/2004 programs. The City participates in the HOME Consortium composed of Alameda County and the cities of San Leandro, Hayward, Fremont, Alameda, Pleasanton, Livermore, and Union City. In order to receive mortgage credit certificates, the City is a member of the Mortgage Credit Certificate Program administered through Alameda County. The Alameda County Housing Authority and the City have an agreement that the County can operate the Section 8 Program within San Leandro. The City is a member in the Continuum of Care Council, a coalition of homeless service providers and local jurisdictions, that responds to the homeless needs in the County and develops a joint application in response to the HUD Super NOFA for McKinney related homeless grants. The City will partner with private sector mortgage lenders to implement the San Leandro First Time Home Buyer Programs. The City participates in the Oakland/San Leandro Joint Revitalization Program. Together, the two cities have conducted annual job fairs and disaster preparedness educational events along the border of the two cities. The Airport Gateway project to improve all of the entrances into the Oakland Airport is two-thirds completed with the final piece -Doolittle Street into San Leandro - to start construction in this program year. Construction plans were completed in the prior program year with CDBG funding to remove slum and blight. Public Housing San Leandro is under the jurisdiction of the Alameda County Housing Authority. San Leandro has no public housing. The City will continue to provide letters of support for future applications to HUD on behalf of the Alameda County Housing Authority Section 8 Rental Assistance Program. Fair Housing The City completed and adopted the City's portion of the Analysis of Impediments to Fair Housing conducted as part of the Alameda County Consortium. The City will implement the fair housing action plan developed. The fair housing action program will be administered by ECHO Housing as a subrecipient under an agreement with the City. PART IV. MONITORING STANDARDS AND PROCEDURES The City plans to develop monitoring procedures during the next program year. The procedures will include a monitoring check sheet, steps in the monitoring process, technical assistance, quarterly and annual reports and on-site monitoring visits.
