County under the contract conducts meets all federal and state lead-based paint <br />regulations, identifying and mitigating lead-based paint hazards. The Building Services <br />Division refers persons with concerns about lead based paint to the Health Department. <br />As part of their inspections, they will inform tenants and landlords of the dangers of <br />lead-based paint. <br />Another potential hazard in the San Leandro area is earthquakes. The City is <br />developing a program to retrofit the structure of apartment buildings with garages on the <br />first floor (soft-story), which could provide incentives to apartment owners. <br />D. Anti Poverty Strategy <br />Section 220 of the 1992 Housing and Community Development Act requires <br />jurisdictions to describe the goals, programs, and policies for reducing the number of <br />households with incomes below the poverty line and the extent to which the programs <br />will reduce the number of poverty households. The Davis Street Community Center <br />leads the San Leandro WORKs initiative, amulti-faceted network of resources that <br />provide services that assist individuals to transition from welfare to self-sufficiency. <br />Eligible CalWorks participates living in San Leandro receive four weeks of professional <br />evaluation and assessment, plus "soft skill" training for job readiness. The San Leandro <br />.Chamber of Commerce Business Network evaluates job candidates and provides <br />positive match-up interview with East Bay employers. Following job placements, <br />financial and coaching assistance is provided to assure a successful transition (for <br />example, free child care transportation vouchers, assistance with wardrobe and uniform <br />needs). The City funds Davis Street Community Center in this program year with <br />CDBG. During the past program year, the City funded with general funds the <br />rehabilitation of the newly leased Davis Street Community Center service center. <br />E. Planned Action to Develop an Institutional Structure <br />Public agencies, for-profit and nonprofit private organizations all play a part in the <br />provision of affordable housing, social services, neighborhood revitalization and <br />economic development. The City's Community Development Department has the <br />primary responsibility for implementation of the Consolidated Plan and the Housing <br />Element. The Community Development Department works closely with the <br />Redevelopment Agency (Office of Business Development) in the implementation of <br />housing projects and programs. Nonprofit agencies will provide social services to the <br />community this year. In addition, a nonprofit housing developer will complete their <br />rehabilitation of the Surf Apartments maintaining affordable housing units. <br />The Alameda County Housing and Community Development Department is the lead <br />agency in the implementation of the HOME Consortium's Consolidated Plan. HCD also <br />administers the HUD homeless programs and the Mortgage Credit Certificate Program <br />for home ownership. <br />Action Plan FY2003 <br />City bF San Leandro <br />Page 28 <br />
