In order to achieve the goal of providing a suitable living environment for San <br />Leandro residents, the City will fund nonprofit agencies that provide social services to <br />low income persons and youth, the illiterate and the disabled. Over 7400 low-income <br />persons will receive services at the Davis Street Community Center and Building <br />Futures with Women and Children. At least 150 persons who are illiterate can gain <br />reading skills with the #unding of the San Leandro Library Foundation's Project Literacy. <br />At least 380 low-income youth are assisted with scholarships for the City's Human <br />Services and Recreation Department's Recreation Link program. <br />The City plans to assist Community Resources for Independent Living to replace the <br />roof on their service facility. CRIL teaches skills to persons with disabilities so that they <br />may effectively participate in daily community and life activities. <br />The City is pursuing the construction of a new senior center. During the past program <br />year, a feasibility study and site evaluation and selection were completed. In this <br />program year, the schematic designs will be completed. In FY 2004-05, construction <br />designs will be completed and then in FY 2005-06, construction of the center could <br />begin. The Memorial Park and Cherry Grove playgrounds, which serve aloes-income <br />area or low-income clientele, will be renovated. <br />Several ongoing projects funded with CDBG will expand the economic opportunities <br />for business and residents. The MacArthur Fapade program will continue to provide <br />assistance with rehabilitation of one more business in this revitalization area. The <br />Commercial Design Assistance Program is still available for business in the three- <br />redevelopment project areas far architectural services #o design facade improvements. <br />The East 14th Street South Area Development Strategy will identify incentives to <br />stimulate redevelopment of an underutilized commercial corridor. <br />CITIZEN PARTICIPATION <br />In 2002-03, the San Leandro Human Services and Recreation Department carried out <br />an extensive Request for Proposals process to select programs offered by nonprofit or <br />other agencies that improve the quality of life and living environment for San Leandro <br />residents. The Human Services Commission, appointed by the City Council, reviewed <br />all of the proposals and made recommendations to the City Council. Four programs <br />were approved by the City Council for two years of services. These programs are: <br />• Davis Street Community Center <br />• Project Literacy <br />• Building Futures with Women and Children <br />• Recreation Link <br />This proposed 2003-04 Plan recommends continued funding for these programs for the <br />Plan Year. <br />Acrion Plan FY2003 <br />City of San Leandro <br />Page 3 <br />
