During the past two years, the City has been in the process of developing and adopting <br />the Housing Element of the San Leandro General Plan. The Council appointed a <br />Housing Element advisory committee and many hearings and public meetings were <br />held. The Housing Element compliments and updates the housing needs identification <br />in the 2000-2005 Consolidated Plan and incorporates the fair share housing allocations <br />from the California Department of Housing and Community Development. <br />A public hearing was held on March 17, 2003, to consider the proposed 2003-04 Action <br />Plan. The Plan was available for public comment for 30 days with copies at the public <br />library and on the City's website. On April 21, 2003, the Council will adopt the final plan <br />after considering all of the comments. <br />As part of the Alameda County HOME Consortium, the proposed Plan is also provided <br />for public comment and is considered at public hearings of the County Board of <br />Supervisors. <br />The following comments were received during the comment period. <br />1. At the first public hearing, CRIL (Community Resources for Independent Living) <br />asked the City Council for funding to assist with the rehabilitation of their facilities. CRIL <br />provided a copy of their proposal to the Council who considered the proposal as part of <br />the final plan. <br />2. The City's Recreation Department requested additional funding for the Recreation <br />Link program to assist additional youth with financial assistance for recreation program <br />fees. The proposed projects have been adjusted to increase the funding for the <br />Recreation Link program. <br />3. The City's Engineering Department requested funding for planning of Memorial Park <br />in the 2002-03 program year in order to assure that the rehabilitation of the park could <br />be completed by the end of 2003-04 program year. The Memorial Park project was <br />adjusted to reduce the amount of money needed for the construction of the project and <br />funding was added to a separate project to pay back the General Fund for a pre award <br />loan for the design. <br />Action Plan FY2003 <br />City of San Leandro <br />Page 4 <br />
