funding awarded will be through competition. Funds will be available for <br />multifamily housing projects (MHP), homebuyer programs (CalHome) and <br />housing rehabilitation (CalHome). The City could consider applying for one of <br />these grants, if eligible, to supplement funds from the sources used in this Plan. <br />California Housing Finance Agency (CaIHFA) has a program called HELP that <br />provides up to $1 million per grant awarded for housing programs. It is also a <br />competitive process and the City could consider applying for a specific project. <br />LOCAL <br />• The Redevelopment Agency estimates Housing Set-Aside tax increment <br />revenues for 2003-04 in the amount of $1,250,440 plus $3,367,028 for a total of <br />$4,617,468 in the Set Aside Fund Balance which would be used for housing <br />programs and projects identified in the housing strategy. State redevelopment <br />law requires redevelopment agencies to set aside 20% of the tax increment to <br />provide affordable housing. These funds will compliment the HOME funds in <br />implementation of the housing strategies for the Housing Element, Consolidated <br />Plan and Redevelopment Implementation Plan. <br />• The City anticipates allocating $305,000 from the general fund for social services <br />programs during the fiscal year. The CDBG funds will be used to provide <br />expanded or different social services. <br />• The City plans to use general fund money to fund the Rent Review Board that <br />assists landlord and tenants to mediate rent increases. <br />• The City has an Affordable Housing Incentives Program the provides financial <br />incentives to developers who guarantee a portion of their housing development <br />will be affordable to persons of low or moderate income housing. <br />• The State's new second unit law will provide increased opportunities for creating <br />affordable units. The City is evaluating its existing policies to determine <br />conformance with the new law. <br />PRIVATE <br />• The Redevelopment Agency policy requires private housing developers in <br />redevelopment project areas to provide 15% of the units in their project at rents <br />or sale prices that would be affordable to moderate and very low income families <br />• A City ordinance requires developers of projects with more than 20 multi-family <br />units to provide 10°I° of the units for low to moderate-income families. <br />• Local lenders, under the Community Reinvestment Act (CRA), participate with <br />the City in providing homebuyer counseling services and loans to first time <br />homebuyers. <br />• Nonprofit Resources <br />Nonprofit housing developers and social service providers are a critical resource <br />for accomplishing the objectives of the five-year Strategy.
