EXHIBIT A <br />SCOPE OF SERVICES <br />b'ective: The Consultant will perform consultant services itemized below relating to the City of <br />San Leantlro's 457 plan(s): <br />A. Provide guidance and make recommendations as to the most efficient manner to provide <br />Deferred Compensation plan services for employees. <br />B. Analyze and provide recommendations regarding the feasibility of plan consolidation and <br />other viable options. <br />C. Design and coordinate selection process for Third Party Administrator for the City's 457 <br />Deferred Compensation Plan(s). <br />D. Design Employee Advisory Committee process and provide implementation guidance. <br />II. Plan pesign and Implementation :The City is currently evaluating current deferred <br />compensation plans available to employees. We are considering the feasibility of plan <br />consolidation, additional plans that may be offered, andlor alternate ways to provide services to <br />employee groups. The consultant will provide guidance and recommendations #o the City <br />regarding these alternatives and provide technical plan designs once a determination regarding <br />plan offerings has been made. <br />III. Third Party Administrator Selection Process: Concurrent with the determination of the type of <br />deferred compensation plans to be offered, the City intends to initiate a selection process for a <br />Third party Administrator. The consultant will provide design and coordination of the process to be <br />utilized. <br />IV. Advisory Committee Developmerrt: It is the intention of the City to initiate an Advisory <br />Committee. The consultant will provide guidelines and working procedures for this <br />process. <br />V. Fiduciary Responsibility: Consultant acknowledges and agrees that in providing senrices <br />described in the Scope of Services, it is acting as a fiduciary in rendering advice to the Client <br />based on the particular needs of the Client as stated herein. <br />VI. Computerized Copies of Documents: It is expected that a copy of computerized Deferred <br />Compensation plan documents, Third Party Administrator Selection processes and Advisory <br />Committee Development processes will be delivered by the contractor to the City to enable <br />updating of information with a minimum amount of staff lime. <br />Consulting Services Agreement between <br />City of San Leandro and Arnerich and Massena and Associates-Exhibit A Page 1 of 1 <br />
