EXHIBIT A <br />SCOPE OF SERVICES <br />1.0 DESCRIPTION AND LOCATION <br />This project consists of completing professional services for the repair of existing damage and <br />protection measures to prevent similar future damage to Neptune Drive Bridge. <br />Located at Southern end of Neptune Drive and adjacent to the Tony Lema Golf Course in San <br />Leandro, the bridge serves pedestrian traffic, maintenance vehicles and trucks accessing the Bay <br />Discharge Station. The bridge is not open to public traffic. <br />Currently the bridge abutments appear stable; however, backfill behind the North Abutment is <br />sloughing away, presumably caused by tidal erosion action. The situation has caused a continual <br />maintenance issue to repair sinkholes in the pavement. Similar erosion to a lesser extent is <br />present at the South Abutment, <br />2.0 SCOPE OF SERVICES <br />PHASE ONE, Evaluation and Repair Report, Permit Research and Preparation <br />Prndnct~ <br />• Letter report describing investigation and assessments regarding conditions, causes and <br />proposed remedies. <br />• Preparation for permit application submittal after abutment repair and protection plan is <br />selected. <br />Consultants Tasks: <br />• Obtain Caltrans District 59 microfilm records of as-builts including log borings to <br />illustrate soil profiles and pile depths. <br />+ Tidal charts and study water levels and wave generated erosion. <br />• Water hydrodynamics and abutment scour analysis. (limited subjective study) <br />• Abutment protection strategies, quantities and cost estimates. <br />• Road section repair. <br />• Storm drainage improvements. <br />• Research permit requirements. Aanticipated permits include: <br />a) Corps of Engineers <br />b) Regional Water Quality Control Board <br />c) Bay Conservation and Development Commission <br />d) U.S. Fish and Wildlife Service <br />e) California Environmental Quality Act <br />CSA Neptune Bridge Page 3 of 3 <br />
