EXIIIBIT E <br />GENERAL FEDERAL/STATE CONDITIONS <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />(Service Agreement) <br />GOVERNMENTAL REGULATIONS. To the extent that this Agreement maybe funded <br />by fiscal assistance from another governmental entity, contractor shall comply with all <br />applicable rules and regulations to which City is bound by the terms of such fiscal <br />assistance program. In particular, Contractor agrees to comply with all applicable <br />provisions of the Housing and Community Development Act of 1974 (Public law 93-383) <br />and regulations promulgated pursuant thereto. <br />2. RECORDS. Records must be kept accurate and up-to-date. Contractor's records shall be <br />made available for review by the City, HUD or their designee. Contractor shall be <br />responsible to maintain, for not less than three (3) years after completion of this <br />Agreement, all records pertaining to this Agreement, including subcontractors and <br />expenditures, and all other financial and property recards. <br />3. AUDITS AND INSPECTIONS. <br />(a) Contractor shall at any time during normal business hours and as often as the <br />City, HUD and the Comptroller General of the United States may deem <br />necessary, make available to their representatives for examination all of <br />Contractor's recard with respect to all matters covered by this Agreement and <br />shall permit these representatives to audit, examine and make excerpts or <br />transcripts from such records, and to make audits of all documents and conditions <br />relating to this Agreement. All costs are subject to the eligibility requirements of <br />HUD. <br />(b) Contractor shall permit and facilitate observation and inspection of the work and <br />records at Contractor's principal office and job site by City, its employees and <br />public authorities during reasonable business hours. <br />4. EQUAL EMPLOYMENT OPPORTUNITY <br />(a) Affirmative Action in Employment <br />1. Contractor shall comply with the Affnmative Action Program and Equal <br />Employment requirements of the City, State and Federal Government. <br />2. During the performance of this Agreement, Contractor agrees as follows: <br />a.
