EXHIBIT A <br />SCOPE OF SERVICES <br />I. DESCRIPTION OF SYSTEM <br />A. Background <br />The City of San Leandro receives Measure B Paratransit funds to provide specialized <br />transportation for people with disabilities and seniors. The purpose of these funds is to <br />allow cities to supplement, not replace, the mandated paratransit services operated by <br />AC Transit and BART through East Bay Paratransit. <br />When Alameda County voters reauthorized the Measure B funds, San Leandro's City <br />Council approved a plan to conduct a Measure B Paratransit Master Plan Study to <br />develop and evaluate Measure B Paratransit service options. The study has been <br />completed and City Council approved the implementation of a Flex-Route Shuttle <br />option. The service will initially be implemented as a six month pilot program. The <br />pilot program will allow prompt implementation of the service and program flexibility. <br />The Alameda County Transportation Improvement Authority (ACTIA) authorizes an <br />annual Measure B Paratransif budget for each city based on anticipated sales tax <br />revenues. <br />B. Service Description <br />The Measure B Paratransit service will operate three days per week as apoint-deviation, <br />Flex-Route Shuttle. The Flex-Route Shuttle service area includes all locations within <br />the San Leandro city limits and is divided into a west and east side (Refer to Figure 1). <br />The Flex-Route Shuttle combines both fixed route and demand response features. It is <br />essentially a demand response service, structured on a framework of fixed, scheduled <br />time points to offer some walk-on flexibility and increased productivity. A flex-route <br />service controls when a bus is available in each portion of the service area and structures <br />the direction that the service travels to facilitate more productive, demand response trip <br />request assignments. <br />Two buses will operate on a 60 minute headway. Scheduled time points will be <br />established at key locations within San Leandro. The scheduled time points will form a <br />"one-way loop" framework-fora 60 minute clock face schedule, and serve as formal,bus <br />stops for passengers to use the service aswalk-ons, not requiring a reservation. <br />EXHIBIT A Page 1 of 13 <br />G:\Oliver\ParatransitWlV Contract Aug 03 -Feb 04 <br />
