One bus will operate in a clockwise direction providing hourly, northbound service on <br />the west side and hourly, southbound service on the east side. The second bus will <br />operate in a counterclockwise direction providing hourly, northbound service on the east <br />side and hourly, southbound service on the west side. Each bus will be required to <br />depart the time points at a published departure time according to a scheduled bus stop <br />sequence. The schedules will be "relaxed" between each time point to permit route <br />deviation within the service area zone between each pair of time points. Both the <br />clockwise and counterclockwise loops will be established with an approximate 54 <br />minute cycle time, leaving six minutes (10%) for recovery at the Flex-Route Shuttle start <br />and finish point. <br />The location of time points has not been finalized at this time. Up to seven or eight time <br />points are possible, with approximately seven to eight minutes each hour for clockwise <br />and counterclockwise, demand response service between each time point. Time points <br />may change within the contract time period. Changes would be made in consultation <br />with the CONTRACTOR. The City shall be solely responsible for the identification, <br />design, placement and maintenance of any fixed stop locations. <br />Passengers will be able to walk-on at the time points and request a drop off within any of <br />the subsequent zones. Other passengers will make advance requests for service to and <br />from locations requiring a demand response, route deviation between the formal time <br />points. <br />C. Annual Revenue Hours <br />The Flex-Route Shuttle service is funded through Measure B Paratransit funds and fare <br />box revenues. Annual service hours are subject to revision. Currently three days of <br />Flex-Route Shuttle service have been budgeted for. The CITY is currently budgeting for <br />approximately 2,500 annual service hours. <br />II. Term of Contract <br />The term of this Agreement shall be for a period of six months beginning August 1, 2003 <br />through February 1, 2004, with a 120 day option to extend the pilot program services while <br />the City conducts a competitive bid process. <br />III. OVERVIEW OF RESPONSIBILITIES <br />A.
