7.2 -Analysis of recycled water alternatives <br />Kennedy/Jenks will prepare an analysis of the recycled water alternatives including alternative <br />levels of treatment and alternative unit processes to achieve a given level of treatment; pipeline <br />and route alternatives; alternative markets based on different levels of treatment and <br />geographical area; and alternative storage locations. The task will also address sub-alternative <br />analyses for a selected alternative, including comparison level analyses for combinations of <br />certain categories of users or geographic areas and varying storage pump rates, and pipeline <br />diameters,. For the purpose of establishing a budget for this task, it is assumed that a <br />maximum of 4 alternatives with no more than 3sub-alternatives each will be analyzed. <br />7.3 -Analysis of non-recycled water and water conservation alternatives <br />Analyses for non-recycled water and water conservation alternative will be prepared. The non- <br />recycled water alternative analysis will include a discussion of other potentially viable new <br />sources of water and the economic costs of the new sources of water. The water conservation <br />alternative analysis will include evaluation of the effects of water conservation/reduction on <br />recycled water. Both the non-recycled water and water conservation alternatives will include <br />recommendations and conditions for implementation. It is assumed that EBMUD's Facilities <br />Plan and DEIR/FEIR for the East Bayshore Recycled Water Project will provide sufficient <br />information to analyze the non-recycled water alternatives. <br />7.4 -Preparation of Report Chapter <br />The information collected and evaluated in this task will be used to prepare a draft chapter for <br />the Facilities Planning Report (Task 10). This chapter will include a summary of alternatives, <br />cost tables and potential users for each alternative, and comparison tables of economic (i.e. life' <br />cycle cost), energy; and water quality impacts analyses with accompanying discussion for each <br />alternative. It is assumed that San Leandro, with input from Kennedy/Jenks will provide figures <br />describing each alternative for recycled water facilities. <br />Task 8-Preferred Alternative Implementation and Operational Plans <br />8.1 -Recommendation of preferred alternative <br />Based on the results of the alternatives analysis of Task 7, Kennedy/Jenks will provide a <br />comparison of above alternatives and make recommendation to construct a specific alternative. <br />This task will include a cursory discussion of pollution control alternatives, an evaluation for <br />each alternative of degree of compliance with waste discharge requirements, and possible <br />allocation of costs between recycling and pollution control. <br />8.2 -Description of proposed facilities and design criteria for recommended <br />alternative <br />The analysis under this task will include a description of proposed facilities and basis for <br />selection for the recommended alternative. The analysis will also include preliminary design <br />criteria and define pipeline routing. Analysis of design criteria for the recommended alternative <br />will include listing of potential users, quantity of recycled water use, and peak demand. The <br />analysis will also include reliability of facilities as compared to user requirements based on <br />projected operations of treatment, storage, pumping, and distribution facilities. <br />Consulting Services Agreement between <br />City of San Leandro and KennedylJenks Consultants--Exhibit A Page 6 of 8 <br />
