6.1 -Description of users <br />Kennedy/Jenks will provide descriptions of potential users or categories of potential users, <br />including issues such as type of use, expected annual recycled water use, peak use, estimated <br />required internal capital investments, needed water cost savings, desire to use recycled water, <br />date of possible initial use of recycled water, present and future source of water and quantity of <br />use, quality and reliability needs, and wastewater disposal methods. A summary table of <br />potential users and relevant data will be provided. It is expected that the City, with input from <br />Kennedy/Jenks will provide a map showing potential users. <br />6.2 -Recommended Service Area <br />This subtask will analyze the potential users and define a recommended service area based on <br />the potential users and their demands. <br />6.3 -Preparation of Report Chapter <br />The information collected and evaluated in this task will be used to prepare a draft chapter for <br />the Facilities Planning Report (Task 10). <br />Task 7 -Supply Alternatives <br />This task includes development of design criteria and assumptions along with development of <br />recycled water, non-recycled water, water conservation/reduction, and no project alternatives_ <br />Although pollution control alternatives to comply with NPDES effluent discharge permit are most. <br />likely not required because San Leandro is in compliance with its NPDES permit, analysis of <br />alternatives is expected to include cursory discussion regarding pollution control alternatives. <br />Analysis of each alternative will include: <br />• List of potential users <br />• Energy requirements for both direct and construction energy <br />• Water quality impacts <br />o potential groundwater impacts resulting from percolation of recycled water <br />o indirect reuse of existing discharge for the no project alternative <br />o effects on receiving water of th,e removal or reduction of effluent <br />• Effects on beneficial uses from reduced flow to receiving water <br />• Total capital costs, estimated operations and maintenance costs for unit processes, and <br />equivalent annual cost (based on 20-year life cycle analysis) and equivalent cost per <br />acre-foot. <br />7.1 -Design criteria and assumptions <br />This task includes definition of planning and design assumptions and criteria such as: delivery <br />and system pressure criteria, peak delivery criteria, storage criteria, planning period, and cost <br />basis including cost index, discount rate, and anticipated useful life of system.
