R . , has included in this scope of work the tasks and effort necessary to complete a Mitigated Negative Declaration. If, based on the result of the Initial Study, the Project Team determines that a Mitigated Negative Declaration is not the appropriate CEQA document, ESA will, upon request, submit an EIR scope of work proposal for review and approval. ESA will incorporate one round of comments from Project Team staff into the Initial Study and prepare the appropriate draft Mitigated Negative Declaration cover letter and form. ESA will prepare 30 copies of this document for public circulation, and will deliver 15 copies to the State Clearinghouse. ESA will assist the Project Team in developing a distribution list and will distribute remaining documents to local and regional agencies and interested parties. ESA will draft the required notices far City review and will file notices at the County Clerk and State Clearinghouse, as appropriate. Products: Administrative Draft Initial Study/Mitigated Negative Declaration Draft/Final Notice of Intent to Adopt a Negative Declaration Public Review Draft Initial Study/MND - 30 copies Distribution List Delivery of copies to the SWRCB and remaining copies to parties on distribution list Team Inputs: Provide all relevant background materials Review of and comment on administrative draft documents TASK 4.0: RESPONSE TO COMMENTS ESA will prepare draft written responses to comments received on the Draft Mitigated Negative Declaration. Following review and receipt of comments, ESA will prepare final responses to comments. ESA will prepare 10 copies of the response to comments memorandum and will distribute them to commenting agencies and other interested parties as directed by Project Team staff. ESA will prepare a draft and final mitigation monitoring and reporting program (MMRP) as well. ESA will prepare draft notice of determination far the Project Team to file upon adoption of the Mitigated Negative Declaration and project approval. Products: Draft (5 copies) and Final Response to Comments Memorandum (10 copies) Team Inputs: Review of Draft Response to Comments Addendum TASK 5.0: PUBLIC MEETINGS ESA's Project Manager will participate in the preparation of materials and attendance at up to one public meeting, if appropriate, on the CEQA document. The "handouts" will be the Mitigated Negative Declaration and ESA will produce one board of the project area.
