<br />TASK 6.0: MANA GEMENT AND TEAM MEETINGS <br />ESA's Project Manager Jill Hamilton will oversee staff assignments, budget and schedule <br />management and work progress and quality. ESA will submit monthly progress reports along <br />with monthly invoices for work to date. ESA will maintain regular contact with the Project <br />Team to coordinate work progress. <br />ESA's Project Manager will attend all meetings and will be joined by key technical staff if <br />required. ESA has budgeted for the following Project Team meetings. <br />Meetings: 4 -Project Team Meetings/conference calls <br />OPTIONAL TASK: FEDERAL CONSULTATION (FESA/CAA/SECTION 106/U.S. ARMY <br />CORPS O.F ENGINEERS COMPLIANCE) <br />According to the CEQA Plus Guidelines, consultation with federal agencies may be initiated <br />before or after CEQA review, but must be completed before a SRF loan commitment can be <br />approved by the Board. The scope of federal agency consultation/permitting required for the <br />project cannot be confirmed until specific facility sites and operations are identified. Potential <br />federal consultation could be required if there are impacts to: <br />wetlands/waters of the US (US Army Corps of Engineers; Nationwide Permit); <br />federally listed threatened or endangered species (US Army Corps of Engineers for impacts <br />to red legged frog only; otherwise, US Fish and Wildlife Service for consultation under <br />Section 7 of the federal Endangered Species Act); or <br />cultural resources (State Historic Preservation Office regarding compliance with Section <br />106 of the National Historic Preservation Act). <br />At a minimum, the SWRCB will require documentation demonstrating that formal consultation <br />with federal agencies is not required. Once the Initial Study has been completed, ESA can <br />advise the City regarding federal consultation/permitting requirements and prepare a specific <br />scope of work accordingly. <br />ASSUMPTIONS USED IN DEVELOPMENT OF THIS SCOPE OF WORK AND <br />BUDGET ESTIMATE <br />ESA has made the following general assumptions in preparing this contract. Refer to the <br />preceding section regarding number and type of deliverables associated with each work task. <br />Project will not change substantially once environmental impact evaluation is underway. <br />Project will not require an EIR. <br />Only 1 preferred project will be evaluated in the Mitigated Negative Declaration. <br />Consulting Services Agreement between <br />City of San Leandro and Environmental Science Associates (ESA)--Exhibit A Page 4 of 5 <br />
