EXHIBIT A SCOPE OF SERVICES Introduction: This contract is for the design development of Monarch Bay Drive from Marina Boulevard to Fairway Drive. Scope of services will be based upon the concept design summarized in the San Leandro Marina Connections Plan, dated April 2003 and the Concept Plan prepared by John Cahalan Landscape Architect dated October 17, 2002 for the roundabout at Monarch Bay Drive and Fairway Drive. Task I: Community Outreach: Refinement and Revision of Concept Design During this Task, the concept design established in the Connections Plan will be reviewed with various city departments and the community. The concept design will be revised as necessary to address community needs as well as known budget constraints. Task I.1: Project Kick-off Meeting A "kick-off' meeting will be held with City staff to review the design concepts proposed in the Connections Plan and discuss potential technical issues, programmatic and design revisions, project scope, and scheduling. Task L2: Community Outreach Meeting The City will notify all property/business owners within and adjacent to the project area, community interest groups, and organizations that have particular interest in the project outcome. Owners and other interested parties will be invited to attend an informational meeting, during which the City and members of the Contractor will provide an update on the current scope of work and project schedule. Property and business owners will be asked to identify issues and opportunities to be addressed as the project moves into final stages of design documentation. Task II Meetings with City Staff Regular meetings will be held with the City staff to review project progress and address issues that arise during the course of the work. Four scheduled meetings with City staff will be held, at monthly intervals or as determined by the final project schedule. The project will commence with a kickoff meeting to finalize the scope of work, schedule and budget for the project. Task III Topographic Survey An aerial topographic survey will be prepared with aone-foot contour interval along an approximately 800-foot wide strip within the project area, centered on the centerline of existing Monarch Bay Drive, at a scale of 1" = 20'. The Contractor will compile information on the base maps that is vital to project planning, design, and ultimate construction of improvements. This task will be conducted concurrently with the early stages of Tasks I, N, and V. To supplement the Topographic Survey, field surveys will be conducted, where possible, to determine inverts of existing utilities where modification may be required.
