EXHIBIT A <br />SCOPE OF SERVICES FOR THE DEVELOPMENT OF A PARATRANSIT <br />MASTER PLAN FOR THE CITY OF SAN LEANDRO <br />Phase I <br />1. Review planning approach with City staff and obtain concurrence <br />Lead: Murray ($102) <br />• Identify who all should be involved from the City <br />• Agree on work tasks, timing and responsibilities <br />2. Document Needs <br />Lead: Murray ($4,250) <br />A. Obtain consumer input <br />• Begin survey of current consumers, using modification of Newark or Union City <br />survey; City to do mailing, reproduce surveys and return to Nelson~Nygaard for <br />Phase II. <br />• Conduct two focus groups; City to arrange facilities and attendees and provide <br />input into questions <br />B. Obtain staff/a~enc~input <br />• Interview key City personnel in 6 departments; City to set up one focus group <br />with: <br />1. Recreation and Human Resources Manager <br />2. City Manager <br />3. Economic Development <br />4. Planning <br />5. CDBG <br />6. Engineering-Transportation <br />• City to organize and set up a focus group of social service and health program <br />providers to be interviewed in one session by Nelson~Nygaard. City to <br />provide input into questions. <br />C. Deliverable <br />Prepare memo of Task 2 results. <br />3. Demand Estimates <br />Lead: Langille ($2,815) <br />A. Review demand estimating_approach. <br />Gain concurrence on methodology. Demand projections would be based on trip <br />generation rates and demographic projections, Unmet demand would be <br />estimated by netting off estimates of satisfied demand and agency estimates of <br />unsatisfied trips. Estimates of unmet demand will be dependent on the quality of <br />1 of 4 <br />
