received renewed funding in FY 00-01 for two additional years. This grant proposal was a joint <br />effort of HCD and seven community-based participating agencies that form the Linkages <br />Collaborative. The Linkages program provides transitional rental assistance, job development <br />and support services for homeless families connected with one of six shelters in the HOME <br />Consortium. The participating shelters are Building Futures with Women and Children, Family <br />Emergency Shelter Coalition (FESCO) and Emergency Shelter Program (ESP) in Hayward, Tri- <br />CityHomeless Coalition and Shelter Against Violent Environments (SAVE) in Fremont, and <br />Tri-Valley Haven in Livermore. Under conh•act to HCD, Allied Housing (Hayward) administers <br />the rental assistance component. As of January 2002 the program had assisted a total of 449 <br />families. It is anticipated that moxe than 640 families will receive support over the life of the <br />program. Alameda County HCD received a FY00 renewal Supportive Housing Program grant of <br />$676,632 for the Housing/Jobs Linkages Program. HCD also received a FY02 ACAP grant of <br />$73,$32 for Linkages. <br />In 1996, HCD was awarded two McKinney grants far transitional and permanent housing. <br />Twelve units of transitional housing on the former Alameda Naval Air Station (now called <br />Alameda Point) has been rehabilitated and is operated by United Indian Nations using an SHP <br />grant. The rehabilitation of Bessie Coleman Apartments, also at Alameda Point, by Building <br />Futures with Women and Children (BFWC) was completed in 2002. BFWC also received a SHP <br />grant to operate the facility. <br />In 1997, HCD was awarded four new McKinney grants for housing and supportive services at <br />Alameda Point. The housing units have been completed. Resources for Community <br />Development developed 20 units of transitional housing for women and children who are <br />survivors of domestic violence. The Alameda County Base Conversion Collaborative coordinates <br />supportive services for the project using a continuing SHP grant of $384,351. UA Housing <br />rehabilitated 45 units of housing to serve homeless families and families with disabilities. <br />Dignity Commons provides 67 units of permanent supportive housing targeting homeless <br />veterans and their families. The Veterans Administration provides a wide range of services <br />including case management, groups counseling, health services and vocational services for this <br />development. In addition, the Alameda Point Collaborative will continue to receive $1,245,649 <br />in SHP funds for supportive services for case management, housing search assistance, <br />employment development, medical care, and child and family services to serve homeless families <br />living at Alameda Point. In 2000, FESCO received $394,800 in SHP funding to rehabilitate an <br />eight unit transitional rental project targeting formerly homeless families. This facility is <br />currently under construction and will be completed in FY02. <br />Economic Development Initiative <br />In FY01-02, HCD will continue to administer a $600,000 Economic Development Initiative for <br />the rehabilitation of a building at the former Alameda Naval Air Station into aMulti-Service <br />Center for residents of the former base.
