The Multi-Service Center will offer services to all residents, including counseling, case <br />management, recovery groups, and job training and job placement services. Tn addition, space in <br />the Center will be available to a variety of other community-based organizations serving the <br />larger community of Alameda. <br />Alameda County Base Conversion Collaborative <br />HCD continues to work with the Alameda Point Collaborative and the Oakland Homeless <br />Collaborative. The Oakland Army Base Reuse Plan, (adopted in July 1998), includes the <br />allocation of 229,000 square feet of space on the base for the creation of a workforce <br />development campus designed to provide extended job training and supportive services for <br />homeless and other low-income individuals in the County. The goal of the campus is to provide <br />clients with the means necessary to enhance their long-term employability and wage earning <br />capacity. <br />With support from HCD, the Alameda Point Collaborative, Inc. continued to implement the NAS <br />Homeless Plan. The Plan included completing housing far over 217 families and individuals. <br />All five of these projects have been completed and fully occupied. An additional, 39 units of <br />newly constructed, multi-family housing will be developed in partnership with the City of <br />Alameda Housing Authority within the next three years. A 60-slot child care facility, economic <br />development and job training opportunities, a 70,000 sq. ft. multi-service center/community <br />center, and afirst-source hiring program for all new businesses are part of a Community Center. <br />Fund raising for the Community Center has been completed and construction is expected to start <br />in 2003. The Community Center is expected to be completed in 2004. Supportive Services are <br />currently being held in scattered sites around Alameda Point. <br />A SHP grant, of which HCD is the sponsor, provides case management and supportive services <br />for the estimated 500 residents. HCD also is the fiscal agent for a HUD Economic Development <br />Initiative grant to be used to the communty center described above. <br />Local Support of Homeless Service Programs <br />The City of San Leandro supports homeless and special needs service providers with CDBG and <br />general fund resources. During FY 2002-2003 the City will fund public service programs and <br />facilities for victims of domestic violence, the disabled, and the deaf. <br />Action Plan - FY2002 <br />City of San Leandro <br />Page 15 <br />
