For several years the City has worked with ECHO Housing, anon-profit organization, to <br />investigate complaints of discrimination in housing and provide audits on various aspects of fair <br />housing. During 2002-2003 ECHO Housing will continue its annual audits to investigate <br />complaints of housing discrimination. ECHO Housing will also provide counseling to tenants <br />and landlords, and training to Realtors. <br />LEAD-BASED PAINT HAZARD REDUCTION <br />Lead-based paint mitigation is implemented on an as-needed basis, in conjunction with the <br />County-administered Housing Rehabilitation and Minor Home Repair Programs. <br />Last year, the cities of Fremont, Hayward, Livermore, Oakland, Pleasanton, San Leandro, Union <br />City and the Unincorporated County received a temporary waiver of lead regulations due to the <br />inadequate supply oflead-certified contractors in Alameda County. The City will continue to <br />support the County's efforts to provide contractor training under HUD's new lead based paint <br />hazards guidelines. <br />ANTI-POVERTY STRATEGY <br />The City of San Leandro is committed to funding social services agencies that assist low-income <br />households in achieving economic independence. The City supported the San Leandro WORKS <br />initiative, a unique community effort assisting individuals to transition from welfare to self- <br />sufficiency. The program provides comprehensive employment and support services to help <br />individuals reach personal and economic sustainability as active members of the community. <br />Led by the Davis Street Community Center, this multi-faceted network of resources and support <br />leads to workplace and personal success for both employers and job applicants. <br />San Leandro WORKS targets eligible Ca1WORKS participants living in the greater San Leandro <br />area to offer four weeks of professional evaluation and assessment, plus "soft skill" training for <br />job readiness. Once participants are ready to interview, the San Leandro Chamber of Commerce <br />Business Network further evaluates job candidates and provides positive match-ups for <br />interviews with East Bay employers. Following job placements, financial and coaching <br />assistance is provided to assure a successful transition (e.g., free childcare, transportation, <br />vouchers, assistance with wardrobe and uniform needs). Ongoing individual case management <br />and volunteered community support is provided to each participant to assist in job retention, <br />career and personal growth. Approximately sixty individuals are placed in continuous <br />employment each year. <br />The City will continue to utilize CDBG and Community Assistance funds to support nonprofit <br />agencies that provide job assistance and related services (such as child care) to low-income <br />members of the community.
