PART III. OTHER ACTIONS <br />BARRIERS TO AFFORDABLE HOUSING <br />Fundin <br />The high cost of land and limited number of suitable sites for housing combine to make <br />affordable housing development difficult to build. The City of San Leandro will apply CDBG, <br />HOME and Redevelopment funds towards affordable housing programs and projects in FY <br />2002-03. <br />Police <br />During 2002-2003, the City will complete its Housing Element, which analyzes land use controls <br />and governmental constraints. The Housing Element will consider potential development <br />constraints such as land use policy, codes and enforcement, and permit procedures. A Citizen <br />Advisory Committee has worked on policy concerns related to housing and neighborhoods. `The <br />Committee will identify affordable housing needs and will make recommendations on policy and <br />programs to ameliorate barriers to affordable housing. <br />The Housing Element will address how the City can meet its Regional Fair Share Housing needs <br />and affordable housing goals and will include a detailed map to illustrate the location of available <br />housing sites. <br />The Redevelopment Agency five-year plan continues to provide policy direction in the area of <br />affordable housing. Affordable housing continues to be a requirement in all-new residential <br />projects that are located within Redevelopment Project Areas. Twenty-one affordable ownership <br />units have been constructed in two new developments under the Inclusionary/BMR Program. The <br />Ryland Medallion development yielded 10 affordable ownership units. When completed, the <br />354-unit Cherrywood development will contain 36 affordable units. <br />Community Perception of Affordable Housing <br />Neighborhood opposition to affordable housing is often a barrier to affordable housing <br />developments. The City of San Leandro contributes HOME funds toward the East Bay Housing <br />Organizations (EBHO) campaign to educated he community on the value of affordable housing. <br />EBHO sponsors educational events throughout the East Bay to minimize opposition to projects <br />in the early development stage. <br />Impediments to Fair Housing <br />In June of 1997, the Alameda County HOME Consortium conducted an analysis of impediments <br />to fair housing, which included all cities in the Consortium. The Consortium analysis was <br />submitted to HUD. The HOME Consortium plans on conducting a new analysis of impediments <br />to fair housing when the Census 2000 data is available.
